The Democratic Party has proposed a package of three legal initiatives, which are related to Albania's negotiation process with the European Union.
The head of the DP parliamentary group, Gazment Bardhi, stated that the country is entering a new phase of this process, while the EU has set 34 conditions for Albanian institutions.
According to Bardhi, the demands are related to the fight against corruption, limiting political influence, the issue of patronage, political immunity and money laundering.
He said that the conditions also include guaranteeing free elections, the functioning of parliamentary investigative committees, and the creation of a fair political competition.
The first DP package foresees the repeal of the law on strategic investments, the decriminalization of defamation against journalists, and the addition of money laundering as a separate article in the Criminal Code.
Bardhi accused the government of lacking democratic standards and said that European integration is hindered by the way the country is run.
"Under the leadership of Edi Rama, the opposition and citizens have never been treated as partners in an inclusive national process, but as enemies. While integration has been used as propaganda and political decor every time there are elections. With the opposition at the negotiating table, Edi Rama would not be able to hide the 6-month delay of this process and here I am referring only to the time for drafting and approving the IBAR without counting the time.
Albania is entering the most important phase of integration with more conditions and mistrust. Not even the photos and champagne can hide that the basic chapter group, the EU imposed 34 additional conditions on Albania, all more severe, no relaxation. The problem is not only the number of conditions. For the first time, the EU has turned the issue of how Albania is being governed into official conditions, immunity for corruption, money laundering in construction, lack of competition in tenders and concessions.
The previous document talks about corruption as a serious concern. Previously, the fight against corruption was not a condition in the negotiations. Today, the EU officially demands the prevention of patronage networks and institutional power as a tool of power. The EU demands full compliance with the OSCE-ODIHR recommendations for the May 11 elections. Today, the EU condition for effective and unhindered oversight of the government by the parliament remains. Today, the EU identifies construction as a sector exposed to corruption, informal money and money laundering. After 13 years, Albania is entering the EU with more distrust, conditions and alarm signals.
The DP will not waste time with empty rhetoric, but will start translating into concrete acts the conditions that the EU has imposed on Albania. In the coming days, we will submit 3 legal initiatives to the Parliament:
-Repeal of the law on strategic investments. This law, incompatible with the European spirit of competition, has produced inequality, lack of competition, and property theft.
-Initiatives for the complete decriminalization of defamation against journalists by taking a concrete step by ending political or criminal pressure against them. Journalists who suffer self-censorship, censorship by owners should not face pressure.
"- the complete criminalization of money laundering ," said Bardhi.
