Mafia groups do not have "horns". They dominate the economy, services and public finances, secured with influence in the dome of power to take over construction, the banking system, telephone services, investments in tourist areas, property grabbing, possession of large profitable markets and tenders through lobbying in lawmaking and government decisions.
Referring to an investigation conducted by the "Financial Times" into the oligarchic economic-financial clientelistic network that Prime Minister Viktor Orban has created in Hungary, similarities are found with the oligarchic network that Prime Minister Edi Rama has created and installed in Albania.
In June 2011, a year after returning to power, Prime Minister Viktor Orban began concentrating assets, finances, licenses, construction, and state services in the hands of a group of businessmen known as the "Power Elite ATM."
This scheme, against which there were reactions from businessmen without political connections and from the EU, Viktor Orban served as a development model, called the "National Cooperation System" (NER).
The Hungarian NER system's line had the guise of State-Private Cooperation, passing public funds, permits, licenses, and assets into the hands of several private companies close to Viktor Orban, with ministers, politicians, and mafia groups connected to them.
Even Edi Rama, a year after coming to power, implemented in Albania the Hungarian model of Viktor Orban's "National Cooperation System" (NER), serving as a Public Private Partnership (PPP) to concentrate public assets, funds and licenses in the hands of a group of businessmen.
In Hungary, there are 42 companies owned by 13 businessmen, who have received 32% of public assets, 45% of licenses and permits and 52% of public funds during Viktor Orban's 4 terms in power; while before he came to power in 2010, they owned only 1% of assets, services and 11% of state tenders and permits.
Prime Minister Edi Rama, implementing the NER model of his counterpart and "teacher" Viktor Orban, has given 75 companies of 13 oligarchs 100% of PPPs, 80% of public assets and 70% of tenders, construction permits, coastal zones and public licenses.
Even Edi Rama, in addition to the PPP scheme, has perfected the Hungarian NER model, expanding the plunder and concentration of public assets in the hands of a group of oligarchs and mafia groups, with the "1 Euro Contract", "Strategic Investor" and "Mountain Package" schemes.
In May 2022, due to the NER scheme that restricted the economy within Viktor Orban's oligarchic network, the European Commission blocked 27 billion euros in investment funds from Hungary.
The European Commission has done the same thing to Albania during the years 2017-2025, due to corruption, the concentration of assets in a few hands with the PPP schemes, "1 Euro Contract", "Strategic Investor" and most recently the "Mountain Package", blocking projects worth millions of euros; it has even blocked the "IPARD III" agricultural funds for 3 years.
But Edi Rama has advanced that model of his "teacher" counterpart Viktor Orban, by also creating the Hungarian oligarchic network in Albania with private banks, mobile phones, internet services, microcredit agencies, construction businesses, benefits as "Strategic Investors" and are in the process of finalizing the deal to take over the OSSH and water utilities under concession. / Pamphlet

Me disa ministra e ministresha e me disa oligarkë e me disa kulisa me të ngjashmit e tyre në opozitën e sotme vulëhumbur, por grandioze në mazhorancë, Edi Rama çan malet, por mund të çajnë edhe ferrat po mundën, kur t'jau numurojnë tëk e tëk e tëk të gjitha. A është larg errësira ? Një çastë. Po drita? Një çastë. Sa hap e mbyll sytë.
