The DP MP said in the plenary session that reducing the discussion time to 5 minutes harms the opposition, while he described the financial support for Albanian farmers as insufficient.
Democratic MP Luciano Boçi raised two political accusations during Thursday's plenary session: he opposed the proposed changes to the Assembly's rules of procedure and targeted the government's agricultural policy.
The Democratic Party MP said that the majority's initiative to reduce the discussion time for MPs to 5 minutes limits the opposition's right to exercise its role in Parliament. According to him, such an intervention directly affects the parliamentary debate and should be withdrawn.
Boçi also rejected the majority's argument that links this change to the practices of European parliaments. He said that the comparison does not hold, as the size of the institutions is different from the Albanian reality.
In this context, he brought as an example the Bundestag with 630 deputies and the European Parliament with 720 deputies, emphasizing that in Albania there are 140 deputies and the total time for discussions, even if everyone spoke, would remain limited.
In his speech, Boçi presented this initiative as a return to exclusionary practices towards the opposition. He accused the majority of seeking to justify limiting the debate with European labels, without considering the concrete conditions of the Albanian Parliament.
Part of his criticism was also the state of agriculture. Boçi said that the funds that Albania provides for this sector remain lower than in the countries of the region. According to the figures he mentioned, Albania finances about 50 million euros for agriculture, Montenegro 75 million euros, Kosovo and North Macedonia 102 million euros each, while Serbia reaches up to 1 billion euros.
With this comparison, he argued that Albanian farmers are less supported than farmers in the region and that this, according to him, shows the weakness of current policies in this sector.
Boçi demanded that the majority withdraw the changes to the Assembly's regulations and review the agricultural support scheme. He described both as interventions that, according to him, harm political representation and the interests of farmers.
