The meeting of the Security Council at the UN has started with debates, which is chaired by Prime Minister Edi Rama. The latter, at the beginning of the session, said that he agreed that the president of Ukraine, Volodymyr Zelensky, would give a speech at the meeting. But this was not accepted by the Russians. The Russian delegation asked Rama on what basis he allows Zelensky to speak at the UN. Moscow also went against the speech of the Macedonian minister Bujar Osmani, who was invited as the president of the OSCE.
" I am honored to invite the president of Ukraine, Volodymyr Zelensky, and Mr. Bujar Osmani, the president of the OSCE, to participate. So it was decided ," said Rama.
But the Russian ambassador to the UN, Vasily Nebenzya, was harsh towards him: " Mr. President, you were in a hurry to say, so it was decided. We have two questions. First and foremost, we want to ask you, on what basis do you propose to give the President of Ukraine, Volodymyr Zelensky, the floor before the members of the Security Council, most of whom also represent at the level of heads of state and government. The second question I don't want to ask, on what basis do you invite the Foreign Minister of North Macedonia to today's meeting, in the capacity of the chairman of the OSCE ".
Prime Minister Rama replied that there is a precedent in this regard and Zelensky has spoken on other occasions as well. As for Osmani, he pointed out that he is an Albanian from North Macedonia.
" I received the comments made by the Russian delegation and in response I would like to confirm that all the members of the Council have been sent the list of persons who will speak in the specified order. In my view it would have been preferable if this matter had been resolved in a technical manner so that we could proceed with the substance of the discussion. Having the subject of open debate, we believe that the invitation to the Ukrainian president to speak before the members of the Council is a full confirmation of paragraph 33. Giving the floor to Zelenks will give the members of the Council the opportunity to respond to his words ", Rama said.
The Russian ambassador further warned that Albania will be held responsible if it gives Zelensky the floor.

Edi Rama: I took note of the comments made by the Russian delegation and in response I would like to confirm that the list of persons who will speak in the specified order has been sent to all members of the council. This procedural issue would have to be resolved by technique before opening the debate.
Given the subject of today's debate, we believe that inviting Zelenskyy to speak is in line with paragraph 33. Zelenskyy's giving the floor allows members to respond to his questions.
Ai ka folur në 5 takimet i pari sa herë ka qenë i shtuar. Ky s’është vendim i Presidencës shqiptare por si praktikë e gjatë e KS, në përputhje të plotë me rregulloren. Në lidhje me pyetjen e dytë kam vështirësi ta kuptoj sepse OSBE ka një kontribut të madh dhe gjendemi këtu falë kontributit të saj. Po përfaqësuesi i OSBE është shqiptar, por nëse do ishit i qartë se cili është problemi më thoni.
Ambasadori rus: Ne nuk besojmë që argumentet që sollët janë bindëse. Do duhet të na sqaronit pse i dhanë prioritetin Zelenskyt.
Edi Rama: Dua të siguroj ambasadorin rus se ky nuk është një veprim i posaçëm i Presidencës shqiptare. Po përfaqësuesi i OSBE është shqiptar nga Maqedonia e Veriut. Nëse do ishit më i qartë se kush është problemi do ju ndihmoja.
Ambasadori rus: Ne nuk besojmë se argumentet që na paraqitët janë bindëse. Doja të na shpjegoni pse i është dhënë përparësi presidentit të Ukrainës. Për shembull presidenti i Somalisë foli i pari por ishte i vetmi i pranishëm. Nëse bëni këtë atëherë do përballeni me praktika shkelëse. Anëtarë të KS kanë dëgjuar këto fjalë të Zelenskyt nëpërmjet video mesazheve. Këtu ka një shkelje flagrante sepse udhëtim i presidentit për të ardhur këtu e për të folur, shihet si një privilegj në vend të të cilit gjatë seancës së fundit përfaqësuesi i Kievit vendosi të flasë përmes një video mesazhi. Zelensky gjatë vitit të kaluar nuk u largua për shkak të rrethanave, por kjo se ka ndaluar atë të udhëtojë drejt SHBA. Kjo shkelje ka rreziqe në KS sepse rrezikon të kthehet në një shfaqje. Kryesia shqiptare ka treguar mospërfillje flagrantë dhe ka përdorur ideologji. Kjo e sotmja do të jetë më shumë një spektakël. Ne nuk kundërshtojmë pjesëmarrjen e Zelenskyt por të bëhet sipas rregullave. Ata që nuk janë vende anëtare të flasin pas vendeve anëtare. Presidenca shqiptare ka treguar shkelje flagrante. Shqipëria s'ka mundur ta mbajë një gjë të tillë sot.
Edi Rama: I have to say that coming from you, this whole lecture on breaking the rules is quite an impressive blow. But since you repeated it many times, the violation here is about the fact that President Zelensky will speak in front of the council members and this has a solution, you stop the war and President Zelensky will not keep his word.
