For the reason for the dismissal of Artan Lames as Director of Cadastre in March 2023, Edi Rama did not give any public explanation, leaving him in silence as if a school guard had been dismissed.
But the truth is this: the head of SPAK, Altin Dumani, because of his duty, informed the Prime Minister Edi Rama, that from the investigations into the crimes in the cadastral registers of Tirana, Durrës, Kavajë, Vlorë, Sarandë and Shkodër, it turned out that Artan Lame is the organizer and the mastermind behind many of these crimes.
On October 3, 2023, "Pamphlet" published the information that the investigation against Artan Lame and his 30 subordinates, managers and former managers of the cadastre in Vlora, Saranda and Durrës, was started on June 20, 2022 by local prosecutors, but was stopped on August 24, 2022 , apparently with lobbying by property thieves.
In November 2022, the SPAK resumed the investigation of Artan Lamen, based on 11 criminal reports, orders with his telephone and written messages, as well as many denunciations from citizens and statements of the arrested managers of the cadastre in the area.
In order for Artan Lame not to be arrested while on duty, Prime Minister Edi Rama dismissed him and did not give him another position, because he knows that he has committed so many crimes in the legalization and mortgage registers that he cannot escape from the handcuffs.
Two weeks after the dismissal of Artan Lame, perhaps it was a coincidence, the head of SPAK, Altin Dumani appeared before the media, and to the question whether Artan Lame was under investigation or not, he answered; - Very soon there will be new developments, with other names that will be brought to justice, including all the people you asked about.
Some of the evidence of crimes in the cadastre, which charge Artan Lamen with criminal responsibility as an order giver and collaborator with his subordinates, are the following:
- 1130 cadastral registers have disappeared in Tirana, Durrës and Vlora, while 1810 registers have falsifications in general plans, plans, maps, legalizations, names of owners, objects and surfaces.
- Although legalization of constructions made after January 1, 2015 was prohibited by law, director Artan Lame approved permits and mortgages for 17,000 constructions; even kiosks and 1-story flats, declared hotels, palaces, towers and business facilities with state property.
But in a report on the balance of 2023, the head of SPAK, Altin Dumani, mentioned the names of officials who were not asked by journalists, for whom he said they will soon face justice.
But he did not mention the former Director of Cadastre, Artan Lame, although he has been under investigation for 1 year and criminally prosecuted for 3 months, for the battery in the registers of property returns, legalizations and mortgages.
