Prime Minister Edi Rama, through a post on social networks, has published other arguments that, according to him, show that the GJKKO decision suspending Minister Belinda Balluku from duty has a significant impact on the Government's decision-making.

Rama writes in X that while he has completed technical discussions with the Canadian side on the Albania-Canada agreement regarding the launch of direct flights between the two countries, the procedure has remained suspended because the minister is suspended.

But Rama also mentions 36 other acts awaiting Belinda Balluku's signature, 18 of which are related to reconstruction.

"The suspension in question places a big question mark over the start of flights in June 2026, as predicted.

"But also, currently, there are 36 other acts of the Ministry of Infrastructure and Energy, of which only 18 are acts for reconstruction, which remain suspended along with the minister, while every day that the minister's suspension is extended, the list of blocked works is also extended," Rama writes.

The issue of the suspension of Belinda Balluku from government functions is in the Constitutional Court, following an appeal filed by the Government against the decision of the Constitutional Court, following the request of SPAK. It will be the Constitutional Court panel that will decide on the procedures to be followed. The Constitutional Court decided to suspend Balluku from the post of Minister of Infrastructure and as Deputy Prime Minister at the request of SPAK, after she had previously been informed of the charges related to what is known as the Llogara Tunnel file.

However, this procedure cannot currently proceed with the further steps of its approval and signing, as the Constitution grants exclusive authority for these steps to the minister and his decision-making powers cannot be delegated to anyone else.
