The State Police has always had informants who voluntarily reported to the contact numbers of the operational room, or by sent letters, but also approved spy networks that were paid for information, through area inspectors and other rewards. While on May 28, 2025, with government decision no. 296, Prime Minister Edi Rama officially allocated a special fund to the State Police for the financial reward of informants (spies), clearly defining the rules, criteria and officials who have the right to approve and distribute these payments.
With this special fund, Babloku aims to create a more structured and effective network of spies, by concentrating their recruitment and secret management only at a few leadership levels in the center, police stations, and regional directorates.
These are the police officials who have the authority to distribute payments to informants:
· Police station chiefs can award payments of up to 100 thousand new lek to spies.
· Deputy Directors for Criminal Investigation and those for Public Security in regional directorates have the right to give up to 200 thousand lekë.
· District directors, directors of crime investigation sectors, heads and deputy heads of Anti-Terror at the center can allocate up to 500 thousand lek each.
· The General Director for Criminal Investigation has the right to allocate up to 1 million lekë.
· The Directors of the Departments for Crime, Public Security and Anti-Terrorism have the right to distribute 5 million lek each.
· The Director General of the State Police himself has the authority to provide over 5 million lekë in special cases for spies classified as "special", when their information leads to the arrests of high-risk groups.
The general fund for spies is equal to 1% of the annual budget of the State Police, which is currently estimated at around 2.5 million euros per year. This fund will be included in each annual budget and will be allocated from the state reserve fund.
To qualify for the payment, the information provided by the spies must result in the initiation of criminal proceedings and the filing of charges supported by evidence. If the number of information and its quality increase, then the fund will be increased by another 100 thousand euros on an annual basis.
For each payment, a form is filled out, stating the spies' identification code (not the name), the reward value, the reason and the relevant file number. In cases where the reward value is up to 30 thousand lek, the payment order is signed by the informant himself and the police specialist who received the information. The files for each informant are classified "Top Secret" and are kept for a period of 30 years./ Pamphlet
