The Prime Minister has announced the merger of water supply companies that are under the jurisdiction of Municipalities.
Prime Minister Edi Rama announced today the merger of water supply companies, while presenting the National Water Operator. Rama returned to the attacks and accusations directed at local government, while considering it a catastrophe that in the name of decentralization, water management was fragmented into 58 companies.
In this context, it seems that the Prime Minister has announced the merger of water supply companies that are under the jurisdiction of Municipalities, a reform undertaken years ago, in the name of increasing the powers of local government.
Rama said that currently we have a completely different picture of 24-hour water supply, from 4 areas that were in 2013. He emphasized that more work is needed, considering the volume of water demand, specifically during the peak tourist season, which increases dramatically.
The head of government said that the level of irresponsibility in local government is frightening. According to him, in 2020, accumulated debts reached 13.6 billion euros.
"Meanwhile, in parallel, we, on our part, have made massive investments. From 4 areas that were supplied with water 24 hours a day in 2013 and with losses in the network that were close to 70%, we have a completely different picture, but it is different in relation to what it was, not in relation to the challenge we have, especially in the conditions when we want to excel in tourism and when the volume of demand for water, especially in the peak tourist season, increases dramatically, while the capacity for supply is completely insufficient and the level of irresponsibility in the local government is frightening.
The debts accumulated by these enterprises managed with extreme irresponsibility in 2020 reached 13.6 billion euros. Spend, squander, shake the chain and burden the energy distribution company with debts. In 2021, we took the first step by entering the process of merging companies and from 58 companies, 58 companies, we created 15 regional companies. The goal was to improve performance and increase accountability in administration and today we have significant results, which show us one thing that the answer to this challenge is unification and not fragmentation. People do not drink decentralization in rubies, but water. Today we have 9 regional companies out of 15 that no longer create obligations to OSHEE. An extraordinary step without question", said Rama.
