Analyst Fatos Lubonja spoke about the OSCE/ODIHR final report on the May 11 parliamentary elections, published today.
Lubonja said the main problem with the electoral process in the country is related to the dominance of a "party-state" that controls the institutions.
According to the analyst, the ODIHR report highlights several fundamental concerns, which directly affect the equality of the competition.
" The use of the administration, pressure on the administration, the use of government money, the forgiveness of fines and cooperation with organized crime change the balance in the elections ," said Lubonja.
The analyst stated that the main problem does not lie in the Electoral Code, but in the way political power uses the system in its favor:
" The problem today is not the Electoral Code. Rama had an advantage with the electoral code this time, after he abolished coalitions. However, we are imposing the code of the two major parties ."
Speaking about the role of political parties, Lubonja emphasized that the responsibility for distorting the race is not shared equally among the main forces: " To make it short, I lean more towards elections that are controlled by a party-state, and the manipulation comes from this party that controls all institutions. There is a party-state that has a result with 83 deputies, while it is in its fourth mandate, here is the problem."
According to him, the Socialist Party bears primary responsibility for the current political situation, while the OSCE/ODIHR report, although it touches on this issue, "does not reflect the real scale of the problem . "
