
Oerd Bylykbashi, vice president of the Democratic Party and co-chair of the special commission for Electoral Reform, considers the implementation of such a reform a national need.
He said that there was no real electoral reform last year, as the ODIHR recommendations were rejected by the majority. “Our main demand was the return of coalitions, which the Socialist Party removed with the 2020 amendments. The answer we received from the socialist negotiators was: 'Rama is not stupid to give us back what we ourselves removed,'” Bylykbashi said.
He added that the current electoral system, adopted in 2020, is the "Gjiknuri system," which according to him "kills parliamentary democracy and political pluralism."
"We have no responsibility for a system that was imposed without consensus. This system must be changed, otherwise Albania will remain with a deformed democracy," he said.
On the show 'This Week' on News24, Bylykbashi stated that the Parliament's decision provides for 9 months for the work of the committees, including that of territorial reform, but their success depends on political will and the parliamentary climate.
"If the climate remains like what we have today in the Assembly, both committees will find it almost impossible to function," he added.
The Democratic MP emphasized that the DP will hold an internal discussion on its priorities, in cooperation with allies and the parliamentary group, emphasizing that defeating state interference in elections remains the main goal.
"This system cannot continue like this. I personally prefer the majoritarian system, because it brings clashes between two clear parties. The open list in its current form creates competition within the party and political tension. If there were a national proportional system with open lists like in Kosovo, it would be much more functional," declared Bylykbashi.
He mentioned that the European Union and public opinion are exerting high pressure to have a functional, transparent and inclusive electoral reform.
"We will do our utmost. Now it remains to be seen whether the Socialist Party will have real political will. The spirit is heavy and in this climate, even the exclusion of the opposition from the committees is not ruled out," concluded Bylykbashi.
