The Co-Chair of the Democratic Party, Oerd Bylykbashi, stated at the meeting of the Electoral Reform Commission that the current process must avoid the mistakes of the past, highlighting the developments of 2020 as an example.
During his speech, Bylykbashi emphasized the importance of drafting a clear and common strategy, as well as the necessity to set aside factors that, according to him, have previously led to the failure of similar processes.
According to him, the Commission should pave the way for finding technical solutions and address the OSCE/ODIHR recommendations with consensus, as one of its main tasks.
Bylykbashi raised concerns about the electoral system, considering it one of the existing problems. He spoke about what he described as “the state’s takeover of elections,” including the use of individuals in the process and power.
Another issue that, according to him, should be addressed with priority is the financing of political parties. He emphasized that the focus should not only be on transparency, but also on the sources of financing, so that parties do not become dependent or vulnerable to pressures.
"It will be an important task as has been proven in the past. Of course, you will give us the opportunity to address all our topics, the work of the Commission's political decision-making. What happened in 2020 and which was repeated with the moment of voting for the Ombudsman, where a completely different thing was voted for in parliament, should not be repeated. This Commission has the objective and duty to address the OSCE/ODIHR recommendations by consensus. This Commission must take the best of past processes and leave aside the factors that have led to the failure of the processes. This is a prerequisite for this reform to succeed.
This will be the framework for us as the opposition to be the one that leads us. Anything else would be unacceptable. Even in the past we have had situations that have had uncertainties and having this clear, a strategy should be drafted. The electoral system is one of the problems we have, the conquest of elections by the state is a major problem. When I talk about the conquest of elections by the state, this starts from the use of individuals in the process to the use of power. We have decided to start from an issue that is important, political parties have an interest in how they will be financed. So we should not only look at the transparency aspect of financing, but also at the sources whether they are sufficient or sound that does not make the parties dependent or vulnerable to pressures , "said Bylykbashi.
