Open letter to the Members of the Academy of Sciences of the Republic of Albania (For information, this letter has been sent, in addition to all academics: to the Prime Minister, Mr. Edi Rama, the Speaker of Parliament, Ms. Elisa Spiropali, the Committee on Education, Science and Media in Parliament)
Honorable members of the Academy of Sciences,
With this open letter, I address you to denounce the flagrant violations that have accompanied the July 2025 electoral process. The Academy, instead of remaining an institution of knowledge and meritocracy, is transforming into a structure controlled by an individual and a clientelist network that has replaced scientific achievements with personal loyalty.
The process of selecting new members was accompanied by legal and statutory violations: candidates who did not meet the minimum criteria were allowed to run; their documentation had serious deficiencies and manipulations; the votes were held with ballots collected in advance and inserted into boxes outside any secret ballot norms; and the results were announced in violation of the legal threshold of 2/3. Verification commissions were used to legitimize predetermined candidacies, while any opposition was met with pressure and exclusion.
The President of the Academy dictates every decision: from the appointment of boards and directors, to the distribution of funds and the approval of publications. This absolute control has eliminated fair competition, destroyed meritocracy and compromised the integrity of the institution. The July 14 process, with rigged votes and the deletion of evidence from the official website of the Academy, is evidence of the complete capture of the Academy by a clientelist machine.
This situation constitutes a deep crisis of legitimacy for the Academy of Sciences. It violates the Constitution, the law on conflict of interest, and the principles of a democratic society. Instead of selecting on the basis of scientific contribution, the Academy today promotes mediocrity and conformism.
Under these conditions, I demand the annulment of the distorted process and its re-enactment on a legal, transparent and meritocratic basis. It is also time for a profound institutional reform that guarantees the independence of the Academy, the autonomy of Albanological institutes and equality of scientific representation.
No one should allow the center of Albanian science to remain captured by an individual and a group of clientelist people. Academic freedom and meritocracy are not personal issues, but the foundation of public trust in the country's highest scientific institution./ Pamphlet
