The Swiss Confederation, one of the largest donors in Albania until a year ago, has allocated tens of millions of euros for water supply, roads, community centers, artisans and civil society. The aim was to offer alternatives for youth in marginalized communities and reduce the influence of Albanian gangs that since the 1990s have turned Switzerland into a base for heroin and later cocaine trafficking.
Every franc was meticulously checked by prestigious international auditors. The report compiled by Swiss diplomatic authorities revealed that most of the projects had irregular balances, unjustified funds and massive corruption. The money had not gone to its destination, but had been misappropriated by beneficiary entities, ranging from ministries and municipalities to various NGOs.
After analyzing the documents, the Swiss Parliament decided to suspend all projects with Albania. The decision is final: any possible resumption can only occur with a new vote by the Federal Parliament, which is practically impossible.
In Albania, media outlets close to the government downplayed the scandal, comparing it to a Trump administration decision on USAID, when in fact it was a matter of documented corruption. The government of Edi Rama, the main victim of this act, gave no explanation and remained silent.
Diplomatic sources suggest that in addition to public reasons, Switzerland also has other data that is being stored for internal reasons and that could be published at the right time.
