Athens reminds Albania that there will be 37 vetoes for the opening and closing of the membership negotiation chapters.
The Albanian Prime Minister, Edi Rama chose the wrong opponent to show his strength and inconsistency with the case of Fredi Beleri, since Athens has conveyed to Brussels in all ways that Beleri is not recognized as the elected mayor of Himara Municipality. the EU door for Albania will remain closed, writes the Greek media Prothema.gr.
The Albanian Prime Minister, referring to the "independent" Albanian judiciary, defiantly declares that nothing will change even if "the entire European Council falls" and the court, after the decision he had given with his public statements, rejected the request on Monday that Beleri to get a permit and be sworn in as mayor while the mock trial for the alleged scheme to buy the world is expected to continue, the Hellenic media continues.
In the European Union, the climate is negative for the Beleris case, since the Europeans have opened other fronts with the candidacy of Ukraine and Georgia, they do not want to "engrave" again the painful case of the candidacy of the countries of the Western Balkans.
A process which started with purely political decisions knowing that the prospect of full integration of these countries will be postponed for the foreseeable future.
However, in the ministerial meetings for the preparation of the Summit, despite the cold attitude of the Europeans, Athens explained that there will be no change in its attitude, as was also formulated with the reservation expressed in the letter sent to Albania for the beginning of the membership negotiations.
Athens, in a gesture of goodwill, agreed to send the letter to allow the Albanian government to step forward and end the impasse. Athina asked for nothing more than to give permission to Fredi Beleri so that he could take the oath, even though imprisoned, and thus know the result of the elections in Himara, an opportunity that Rama did not take advantage of.
Athens, however, has expressly stated that this was the last move and henceforth it will not consent to the next stages of the process which are the adoption of a pending report and the convening of an Intergovernmental Conference which are unanimously approved in bring Albania to the stage of opening membership funds. Athens recalls that even if Albania reaches this point, then there will be 37 vetoes for the opening and closing of the membership negotiation chapters.
Summit and Council Conclusions
At the Summit (December 14-15) it is not expected that there will be a broad discussion about the expansion beyond the new candidate countries of Ukraine, Moldova, Bosnia-Herzegovina, but from the Greek side, if a discussion is needed and provoked, the position of cut to block Albania.
However, the Council Conclusions adopted regarding the Enlargement include elements that are identical to the Greek positions:
"The Council calls on Albania to continue its efforts to further strengthen the protection of fundamental rights, media freedom and freedom of expression, as well as the rights of persons belonging to minorities. The Council encourages the implementation of comprehensive land sector reform and the consolidation of property rights in a transparent manner, including through tenure, consultation with all relevant stakeholders, including addressing cases of document falsification and speeding up the registration process and compensation. The Council welcomes the adoption of the secondary law on minorities and continues to call on Albania to rapidly adopt and implement the remaining relevant domestic regulations on the 2017 Framework Law on the Protection of Persons Belonging to National Minorities in accordance with European standards and the participation of all interested parties. The Council also encourages Albania to complete all procedures related to national registration in full transparency and in accordance with international standards."
Edi Rama, encouraged by the attitude of the Europeans who consider the Beler issue as a bilateral issue, believes that Greece will bow to the pressure of its partners and is investing in the exhaustion of a confrontation where he holds the key.
However, for Athens, now the Beleri issue, after the government chose to be actively involved, is an issue that has to do not only with the protection of the rights of the Greek national minority, but also with its credibility and prestige in the Balkan region.
