Democratic Party MP, Jozefina Topalli, has reacted to the way the government presented the 2026 budget. She described it as a tax-free budget, while ironically stating that "it is a miracle that even the economy of fairy tales has not seen."

According to her, the fact that the budget is being presented without the fiscal package constitutes a violation of the Constitution and the Rules of Procedure of the Assembly.

Topalli emphasizes that without clear sources of revenue, the budget document is false and propagandistic, while warning that allowing this precedent will turn the Assembly into a notary of the government in the future.

"The government has invented the tax-free budget, a miracle that even the economy of fairy tales has not seen. The government is presenting the budget without first bringing the fiscal package and this is a clear violation of Article 78 of the Rules of Procedure of the Assembly and the Chapter on Public Finances of the Constitution. The Constitution clearly states: there can be no spending without a legitimate source of income. Without a fiscal package, the budget is a false document, it is propaganda, not financial policy. They tell us how much they will spend, but they hide who will pay for it. In this country, the budget comes as a gift, without an invoice!

In every democratic country, the budget and the fiscal package are one and the same. This has been the case in Parliament for over 2 decades. If we allow this precedent, tomorrow the budget will be made lawless and the Parliament will remain only the government's notary. If a first-year economics student did this, he would fail the exam; if the government does it, it calls it reform", said Topalli.
