Albania exposed to Russian and Chinese danger, IDU resolution: Rama, obstacle to

The IDU has adopted a resolution, according to which Albania, due to the weakening of its institutions, is exposed to Russian and Chinese threats. The resolution emphasizes that due to the endemic corruption of the Rama government, Albania's path to the EU is at risk.

The resolution emphasizes that Albania is an electoral autocracy. Regarding the elections, the document finds that the electoral processes have not met international standards, highlighting the misuse of state resources, pressure on voters and the involvement of criminal elements.

In this context, there is a call for a comprehensive electoral reform and for the full implementation of the OSCE/ODIHR recommendations. Criticism is also leveled regarding the functioning of the justice system, especially regarding delays in handling cases.

IDU RESOLUTION:

Resolution on Albania

International Democratic Union (IDU), 

Recalling Albania's commitment to Euro-Atlantic integration, its membership in NATO, and reaffirming support for membership in the European Union;

Considering the V-Dem Institute Report (2026), which classifies Albania as an “electoral autocracy”; the findings of OSCE/ODIHR and Transparency International (Corruption Perceptions Index 2025: 39/100, down 3 points and 11 places);

Concerned by the non-implementation of the decisions of the Constitutional Court and the denial of the constitutional rights of the opposition in Parliament;

The International Democracy Union decides as follows:

1. European Integration

• Warns that the European Union accession process has practically slowed down due to government obstruction, widespread systemic corruption, state capture, and links between organized crime and the highest levels of power;

• Condemns the continued obstruction of the prosecution of high-level corruption and massive abuses in public procurement, while the socialist parliamentary majority defends the lack of accountability;

• Notes that investigations implicating ministers and senior officials at all levels confirm systemic corruption that is slowing down EU integration;
• Supports Albania's integration into the European Union on the basis of merit, without overlooking any criteria;

1. Security and External Risks

• Warns that the weakening of institutions exposes Albania to malign influences, particularly from Russia and China; highlights organized crime infiltration, hybrid threats, and cyberattacks as risks to NATO's southeastern part;

• Expresses deep concern about the capture of strategic digital infrastructure, particularly within the National Information Society Agency, involving senior officials and persons with links to organized crime, as well as reported cases of kidnappings involving officials and/or businessmen;

• Highlights risks to state systems, misuse of personal data, interference in elections and undermining cooperation with NATO/EU;

• Calls for transparency, independent investigations and urgent protective measures;

• Calls on the Balkan countries, NATO members, as well as partners, to cooperate through increased defense spending, with the aim of strengthening military and political deterrence capacities, as well as achieving economies of scale;

1. Elections

• Notes that the parliamentary elections did not meet international standards, and were characterized by massive misuse of state resources, the disappearance of the state-party boundary, pressure/intimidation of voters, and the interference of criminal elements;

• Calls for consensual reform, full implementation of OSCE/ODIHR recommendations, protection of pluralism and the right to pre-electoral coalitions, and the reversal of unilateral constitutional amendments;

• Supports the model of a caretaker government to guarantee free and fair elections;

1. Selective Justice and Politically Motivated Criminal Prosecutions

• Expresses concern about 200,000 backlogged court cases and delays in trial of 8–15 years, compared to 18,000 cases and delays of 3–4 years before the reform;

• Condemns political pressure on prosecutors and judges by the Prime Minister; selective justice; and politically motivated prosecutions, including against Sali Berisha, Ilir Meta, and Fatmir Mediu, in violation of due process;

1. Territorial Reform

• Condemns unilateral reforms that undermine consensus and enable political control; 

• calls for a comprehensive and decentralized reform, in line with European standards;
International Democracy Union:

• It asserts that there can be no progress towards the European Union without free elections, the rule of law and pluralism;

• Calls on the authorities to stop the obstacles, restore the mechanisms of control and balance, and respect Albania's Euro-Atlantic path.
