
Yesterday's hearing revealed the legal failure of the majority in its attempt to justify the dismissal of the mayor of Tirana. Engjëll Agaçi and Rama's lawyers admitted the fatal mistake that could bring down the entire political operation against Veliaj.
In the Constitutional Court, Edi Rama's confrontation with Erion Veliaj was no longer a matter of local government, but a test of political autocracy. With the arguments of the prime minister's lawyers backfiring, Rama lost the first battle of a war he himself declared, while Veliaj won his strongest public moment against the boss who punished him for internal ambitions for power.
The government and the majority suffered a complete fiasco yesterday at the Constitutional Court session, where Erion Veliaj's appeal for his dismissal from the post of mayor of Tirana is being reviewed. The lawyers of Engjëll Agaç's cabinet, instead of defending Rama's decision, sank it by telling the judges a version that destroys the entire legal basis for the dismissal.
According to their arguments, Veliaj was dismissed after 90 days of absence from duty; an interpretation that, in essence, does not constitute a political dismissal, but an administrative dismissal. If this criterion were applied correctly, Veliaj should have been dismissed at the latest in May, and not in September, as Edi Rama decided. So, the decision was taken outside any legal deadline, simply to be used as a political tool at a time convenient for the prime minister.
The legal advisor to the President of the Republic, Ilirjan Rusmali, was the one who publicly exposed this manipulation. He emphasized that Article 62 of the Law on Local Government leaves no room for interpretation, and that Rama’s decision was politically predetermined, not legally. This statement marked the turning point in the hearing: Rama’s lawyers were forced to admit that the dismissal deadline had been exceeded, confirming that the procedure had been knowingly violated by the government.
Why did this happen? The answer is clear: Edi Rama did not want a legal solution, but a political operation to control the Municipality of Tirana.
In the months before his dismissal, Rama had begun a purge of the municipal administration, removing directors, administrators and officials belonging to the “Veliaj circle”. In their place, he put his personal people in charge, to turn the municipality into an instrument of central power.
This action, dressed in the guise of law, was in reality a pure political blow, which was carried out thickly, without legal support and with consequences that are now being openly discussed in the Constitutional Court.
In the hall, Veliaj managed to turn defense into offense. He presented himself as a political figure punished by the prime minister, not for administrative failures, but for ambition and excessive independence.
In his speech, he did not simply defend the post, but challenged his political boss, showing that dismissal is not a legal act, but an act of revenge.
In a rare moment in Albanian politics, a socialist official publicly exposed Rama’s autocratic control, and did so through the court, not through the media or the party.
In fact, today's hearing marks the end of the legal alibi for Rama's operation against Veliaj.
Not even his lawyers could defend the scheme built for "cleansing the ranks". Rama used them, and they handed him a defeat.
In political language, this is called a "narrative reversal": for the first time since the start of the internal war in the SP, Veliaj came out stronger in public than Edi Rama.
But this does not mean that the battle is over. For Veliaj, this is only the first symbolic victory, an opportunity to re-establish himself on the political scene, and perhaps to build new alliances outside Rama's control.
For the prime minister, this is the clearest signal of the wear and tear of power: when even your most loyal people manage to defeat you with the weapons of the law, then the autocracy has begun to collapse from within.
The Constitutional Court has not yet decided on Veliaj's fate, but it has decided on something bigger; on the limits of Edi Rama's power.
