The European Union will not set a date for the opening of chapters for Albania.
This is due to two main issues, Greece's intervention in the "Beleri" file, but also the political situation in our country.
In the conclusions of the EU Council of Ministers, it is emphasized that:

Among other things, the Council takes a positive note of the concrete results achieved by the Special Structures against Corruption and Organized Crime and the ongoing good cooperation with the law enforcement agencies of the EU and member states.
"Efforts to create a solid history in the fight against corruption and organized crime must continue. Increased cooperation in investigations, including the European Anti-Fraud Office, is also needed," the announcement said. The Council calls on Albania to continue its efforts to further strengthen the protection of fundamental rights, freedom of the media and freedom of expression, as well as the rights of persons belonging to minorities. Among other things, the Council encourages the implementation of a comprehensive reform of the land sector and the consolidation of property rights in a transparent manner, including holding consultations with all relevant stakeholders, including addressing cases of falsification of documents and speedy advancement of the registration and compensation process.
It is also emphasized that Albania must complete all processes related to national registration in full transparency and in accordance with international standards. As far as North Macedonia is concerned, as expected, the Council first requests constitutional changes. In the conclusions it is emphasized: "The Council is ready to convene another one." The intergovernmental conference, without further delay and without additional political decisions, as soon as possible, after North Macedonia has implemented its commitment to complete the constitutional changes, as mentioned in the Council Conclusions of July 2022, in accordance with its internal procedures .
The Council calls on North Macedonia to accelerate the completion of these changes. The Council is then ready to open the first negotiating group as soon as possible, in accordance with the Negotiating Framework. 40. The Council encourages all parties in parliament to focus on advancing EU-related reforms and the EU accession process.
