In today's session, the Parliament of Albania has an agenda in which the reports of several independent institutions, such as the ILDKPI, the Competition Authority and the Department of Public Administration, are expected to dominate.
It is learned that the next issue, which is expected to be raised in the Assembly, is that of Kosovo and the decision of Prime Minister Edi Rama to cancel the joint meeting of the two governments, which was scheduled to be held yesterday. This issue is expected to cause debates between the opposition and the majority.
AGENDA
In support of Order no. 31, dated 13.6.2023 of the Deputy Speaker of the Assembly, Mrs.
Ermonela Felaj (Valikaj), the agenda is as follows:
1. Approval of the minutes of the plenary session of 8.6.2023.
(Article 44, point 2 of the Regulation)
2. Notices.
(Article 44, point 3 of the Regulation)
3. The annual report of the High Inspectorate for the Declaration and Control of Assets and
Conflict of Interest for the year 2022. (Article 39 of Law No. 9049/2003 "On the
declaration and control of assets, financial obligations of elected officials and
some officials public" amended", article 103 of the Regulation,
simple majority of votes for the approval of the draft resolution);
Presentation of the report by the General Inspectorate, Mrs. Evgeni Bashari – no
more than 20 minutes.
The committee responsible for Legal Affairs,
Public Administration and Human Rights speaks for the draft resolution;
Questions, the development of the debate (if requested in writing by a standing committee,
a parliamentary group leader or at least 10 deputies)
Time of voting on the draft resolution.
4. The annual report of the Department of Public Administration for the year 2022. (Law no.
152/2013 "On the civil servant" as amended" as well as Article 103 of the Regulation,
simple majority of votes for the approval of the draft resolution);
Presentation of the report by the director of DAP, Mrs. Albana Kociu – no more than 20
minutes;
The committee responsible for Legal Affairs,
Public Administration and Human Rights speaks for the draft resolution;
Questions, the development of the debate (if requested in writing by a standing committee,
a parliamentary group leader or at least 10 deputies);
Time for voting on the draft resolution.
5. The annual report of the activity of the Competition Authority for the year 2022.
(Article 24 of the law no. 9121/2003 "On the Competition Authority", article 103 of the
Regulation, simple majority of votes for the approval of the draft resolution);
Presentation of the report by the holder, Mr. Denar Biba – no more than 20 minutes.
The draft resolution is expressed by the committee responsible for Economy and Finance
Questions, the development of the debate (if requested in writing by a permanent committee
, a parliamentary group chairman or at least 10 deputies)
Voting time of the draft resolution
6. Projektligj “Për ratifikimin e marrëveshjes së huas, ndërmjet Republikës së
Shqipërisë (huamarrësi), përfaqësuar nga Ministria e Financave dhe Ekonomisë,
dhe KfW Frankfurt am Main (KfW), për programin për menaxhim të qëndrueshëm
dhe miqësor me klimën në sektorin e mbetjeve të ngurta”. (Në mbështetje të neneve
78, 83, pika 1, dhe 121, pika 1, shkronja “ç”, të Kushtetutës, dhe nenet 55 dhe 73-
