Edi Rama, days ago, while announcing the passing of the IBAR "exam" in Brussels, stated that in a few days he would meet with German Chancellor Friedrich Merz.
Rama did not give a date or place for the meeting, nor did he explain what kind of visit it would be. It was later understood that the meeting was intended to take place within the framework of the EU-Western Balkans Summit.
The summit will take place on June 5 in Porto Montenegro, in Tivat, Montenegro, where the participation of Chancellor Friedrich Merz has also been confirmed.
It is clear that Edi Rama feels anxious about the more than problematic relationship with Germany. In fact, this relationship has turned into a siege, in the full sense of the word.
Shortly after he passed the IBAR in Brussels, which he tried to sell as a triumph, Berlin, with the Dutch urging, spoiled his celebration. They made it clear that he had barely passed a “slow” exam. In other words, they gave him a high five to encourage him, but with no guarantee that they would pass the next test.
And they did this by forcefully mentioning all the mistakes and problems.
Meanwhile, in a way that clearly seemed like a diplomatic trick, the German chancellery announced on a Tirana television station that it was unaware of a meeting between Edi Rama and Chancellor Merz.
In cold language, the chancellery emphasized that Merz's agenda is published and planned by week.
In this way, they have put Edi Rama in even greater anxiety: they have neither refused the meeting, which could destabilize him, nor have they confirmed it.
A "cat and mouse" game that seems set to continue, just like Germany's entire diplomatic action against Rama: from support for SPAK to support for protesters against Jared Kushner's project in Zvërnec.
Thus, the facts show that in Tivat, Edi Rama cannot foresee anything positive about any rapprochement with Merz, nor can he perform the usual circus at such summits.
He will most likely try to play the role of the "wise guy." It is even said that he will dress properly, in a suit and elegant shoes, standing quietly in the corner, in the hope of not annoying the German.
However, voices close to the majority say that Edi Rama is very afraid of a trap by the German Chancellor at the Western Balkans Summit, which could cause a major political uproar.
It is said that the Chancellor is expected to deliver a strong speech on enlargement, the fight against corruption, European values, and the Balkans' relations with Europe.
Merz is expected to deliver a clear message: there will be no more acrobatic games from EU candidate countries. Either with Europe, or with Trump and Erdogan.
Thus, Tivat has become a real nightmare for the Albanian prime minister, who has sent his people to Brussels and Montenegro, to the summit's preparatory staff, to find out more.
He even attempted to involve the President of the European Council, Antonio Costa, as a mediator to avoid a German attack from Tivat.
