Socialist MP Erion Braçe, during the discussion in the Economy Committee, on the draft law "On the prevention of conflict of interest in the exercise of public functions", focused on the differentiation that is being made between MPs and directors, with positions in state institutions.
He stated that when direct interests are managed, both the MP and the director of an institution should be equal in reporting lifestyle and income.
"That is, the scope of action of a deputy is clearly defined in the constitution. Meanwhile, a deputy is not the same as a director, who manages direct interests, but he is not the same as an executive government agency. One year as a deputy and one year as a director who has managed direct interests, tenders and so on for 10-12 years, the ban does not apply. When we discussed this in a commission established in parliament at the beginning of this year… to let a director who has managed millions, just for one year… does not apply.
The time of their conflict of interest after they leave work, cannot remain a year for everyone. The second thing I have, there are some things here that deserve development to the end. There are some things that can create conflicts between us. Your MP is prohibited from performing any other duties, he will only give advice, apart from that he will not be allowed anything.
There are MPs who come from rural areas, they have land, they will use it. What will he do now, hire workers to use the land. It makes no sense. As long as he declares his income. We have introduced some categories that are not in the law on asset control. These are not taxes and customs. Everyone is rushing to MP after MP, "if you are a wolf, keep going, there will be a wolf there to kill you", said Braçe.
