Independent candidates supported by the opposition for the November 9 elections in the 5 municipalities that are without a mayor must collect supporting signatures from voters in their area, as the only way to register for the elections.

State Election Commissioner Ilirjan Celibashi told Report TV that so far, no one has shown up at the CEC and calls on them to come and collect the form.

"The independent candidate must receive supporting signatures from no less than 1% of the voters of the respective municipality. So far, we have not received any requests from the Central Election Commission from Initiative Committees or independent candidates represented by these Initiative Committees to register as such for the elections in the other 5 municipalities," said Celibashi, State Election Commissioner.

Although the candidates of Mati, Cërrik, Berat, Vlora and Tepelena can do this now, Florjan Binaj in Tirana cannot start collecting over 7,000 signatures, as the CEC does not provide official forms for as long as the Constitutional Court's decision suspended all procedures for the capital.

"For Tirana, currently, no one can collect signatures according to the form that the CEC must make available, a document according to the requirements of the Electoral Code, nor can they fill it out or submit it to the Central Election Commission," said the head of the CEC.

The Democratic Party and its allies will not have their name and logo on the ballot in these by-elections.

"There is no reason for the names of political parties that politically support this candidate to be on the ballot, as the candidate is either independent (supported by voters), or supported by a political party or coalition," the head of the CEC emphasized.

However, the Democrats will be the ones who will count the votes, along with the Socialists, thus also protecting the interests of independent candidates.

"The independent candidate has the right to appoint observers, but not commissioners or counters. This right remains with the political parties that have obtained this from the Electoral Code due to the previous result. But independent candidates do not have administrative rights in the electoral process, beyond observers," Ilirjan Celibashi, State Election Commissioner, told Report TV.

This challenge is not faced by the 5 Socialist candidates for mayor, who, because they are supported by the Party, can easily register.
