The two floating TECs that arrived ceremoniously in 2022 in the bay of Vlora, to mitigate the effects of the energy crisis in Albania, have not been put into operation for a single day. The Albanian Electricity Corporation has not yet received the production license from the Energy Regulatory Authority. KESH also lacks the amount of fuel raw material needed for the thermal asset to be put into operation.

Today the Minister of Transport Blinda Balluku took stock of her work for the past year and spoke about these ships, which are known as "Tigri 1" and "Tigri 3". She tried to justify herself by saying that the Albanian government has not yet started the payments for them. According to her, payments for them will start when energy is produced, but in the end they will be owned by KESH.

Minister Belinda Balluku says that technology is still being worked on in order to produce energy.

"To be equipped with all the technology required by the company that brought it," she said.

Balluku adds that only after this process will the payments be implemented

"Meanwhile, the rent will be paid for the energy production of those TECs", she added. According to her, at the end of the contract, they will be owned by KESH, which can be used for production but also for rent.

But in fact the reality is a little different.

What is known for sure is the $68 million bill that KESH will pay for lease and operation, even if Tiger 1 and Tiger 3 never fire up their engines. This is the bill for rent and operation. 45 million dollars will be received by the American company Excelerate Energy for the two-year lease and 22.5 million dollars by the Renco firm for providing the operation service.
