
The Constitutional Court's decision to cancel the early elections in Tirana and leave Mayor Erion Veliaj in office has caused a wave of reactions on the political scene.
Even tonight's show "Të Pashoj" focused on this development. Tonight's guests are Arlind Qori, leader of the Together Movement, and lawyer Marsid Gupi. Both commented on the Constitutional Court's decision, where Qori declared himself a candidate for the Capital City Mayor. Qori called the decision wrong.
-We'll move on to the behind-the-scenes. Arlind, what's your behind-the-scenes story behind this decision-making?
Arlind Qori: Oh, first of all, for me the decision was wrong. Even from the point of view...
-Why?
Arlind Qori: I am not a legal expert, but I try to understand things logically. First, because, of course, there is no final decision regarding Mr. Veliaj's guilt. However, he is being held in custody despite a court decision, meaning that it is not as if Mr. Veliaj was kidnapped by terrorists. In other words, we always have a court decision for the security measure. Second, the precedent that such a decision of the Constitutional Court leaves seems absurd to me now. Imagine for a moment if Mr. Veliaj had been arrested one day after he had won the mandate. And if the trial dragged on for two levels, he could have spent four years in, so to speak, prison, and yet he would still be running the Municipality of Tirana from prison. In other words, this would be nonsense because the position of mayor is, being an executive position, it requires daily supervision of the city's affairs. So it's not a legislative position, it's not like a member of parliament who goes to work twice a week, so to speak.
-So what do you think of Prime Minister Rama?
Arlind Qori: I didn't hear what Rama said. But I and Rama...
-To be released and go to office because he cannot run the municipality.
Arlind Qori: No, Mr. Veliaj cannot, he cannot be released because his guilt or the security measure that has been taken so that he does not destroy the evidence is more important than anything else. So, he is being investigated for corruption, for abuse of office and he should stay where he is. However, what I, so to speak, criticize the decision of the Constitutional Court is the precedent according to which you imagine a prime minister leading from prison for four years, because it is the same thing. If there is no final decision, it could happen to Mr. Rama now to be arrested, investigated, given the security measure of pre-trial detention, and he could sign the government's decisions from a cell for three and a half years. This would be absurd both from a theoretical and a practical point of view. That said, now for the reasons that prompted the Constitutional Court to decide, I suspect that the members of the Constitutional Court were not entirely free to make this decision and to come here to Rama's influence. I think Rama is pretending to be dissatisfied with this decision. This was a decision that politically interests him, because a lot has changed in the last two months after he dismissed Veliaj and called elections in Tirana.
The first one did not expect that his candidate for the Municipality of Tirana would be so weak from the point of view of public communication. Ogerta Manastirliu is, as far as I know, if Mr. Rama were to go around the offices of the SP headquarters and the first employee or maid he would meet on the street, he would nominate her as a candidate, I believe she would be better or a candidate, she would be better than Mrs. Manastirliu.
