VKM for priority branches "deceives" students, there is no scholarship

The Fiks-Fare show brought up the problem of the students of the Agricultural University of Tirana who, according to VKM 386, of June 2022, would receive payment as students of priority branches, but they are not receiving it.

In VKM it is stated that all students who will choose the priority branches will benefit from a scholarship equal to the minimum salary, while there will be no average criteria. This decision of the Council of Ministers has been published on the official website, while some other priority branches have been added to the list, such as preschool and primary education.

The branches History-Geography, Mathematical Engineering, Physical Engineering, Oil and Gas Engineering, as well as zootechnics and safety of livestock products have also been added. In contrast to the decision of 2022, the Government decided to remove the average criterion in order to encourage graduates to choose to study for priority branches, where they will benefit from the scholarship worth 40 thousand ALL, but with the condition that after the end of the study will work for 3 years in Albania.

So the branches in which there were no registrations and were in danger of being closed, the VKM gave students the opportunity that if they registered in these branches they would benefit from a payment of 40 thousand ALL.

The concern that came from the students was that the average criterion has been restored, which was removed with VKM.

The fix brought up the issue raised in December 2023, at which time the Agricultural University was told that payments could be received within the month. But apparently the final lists have already come out and many students have been left out of the benefits. Fiksi brought the conversation of a student to the university secretariat where it was said that not everyone would get it and that the ministry decided this, but based on the average.

What the university told Fiksin is that in the priority branches the number of students has increased in the last year, going from 234 to 346, but only 80 of them would receive the payment. According to the university, the quota was approved by the ministry and one of the main selection criteria was the students of the branches that had no registrations, were on the verge of closing.

Meanwhile, in a conversation that journalists had with the secretary of the university, they were told that the selection was made by the National Agency of Higher Education, but the latter denied this with an official answer. Meanwhile, the line Ministry of Education clarifies this whole story by saying that students are placed based on quotas.

Thus, the state decided with a VKM that all students of priority branches, regardless of the average, would receive a payment equal to a minimum salary per month, while the ministry has set quotas that do not include all students, even only a quarter of them are included. / TCH
