During his speech at the 7th Intergovernmental Conference on the Right to Information, Prime Minister Rama said that the reason for not receiving information is bureaucratic laziness.
At the joint roundtable between public authorities, European partners, civil society and media organizations on the topic of the right to information, Prime Minister Rama highlighted Albania's progress in the field in relation to the public.
He stressed that he has requested the implementation of sanctions for each relevant minister and secretary general, if information is not provided within the specified timeframe.
"A significant part of the problems that come here are related to bureaucratic laziness. It is not a barricade to keep information, but a problem of the functioning of the administration when it comes to the intensity with which requests come and the intensity with which the response must be given. This can be improved, but not at the pace that those who see the glass half empty would expect.
To be very transparent, I have made a remark to the commissioner that there is an element missing in his activity, which is that of sanctions for the highest authorities. Ten days is the time to respond, although this may be too much for the intensity with which the world of information is developing today. If there is no response on the 11th day, there should be sanctions.
"We have asked the ministers to delegate this responsibility to the secretaries general. Both the ministers and the secretaries general should be sanctioned. If this happens several times, a sense of urgency will be created, the same as what works for those who see the glass as half empty," Rama said.
