
The US ambassador, Jeffrey Hovenier, has stated that the draft statute of the Association of municipalities with a Serbian majority is in accordance with the Constitution of Kosovo and will not have executive powers.
For the media, the American ambassador emphasized that the Constitutional Court will give the last word on this draft.
"The draft statute was presented by the European Union with the presence of the United States of America. It is considered that it is in full compliance with the Constitution of Kosovo. No constitutional changes should be required. It should not have executive powers. There should be no additional level of power. We believe that this draft statute, which has been submitted to the Government of Kosovo, fulfills all these criteria and we believe that it is written in a way that is in accordance with the Constitution of Kosovo", said Hovenier .
The ambassador added that there is nothing secret about this draft, but 'but diplomatic negotiations and sensitive engagements between the international community and governments are often done under conditions of discretion'.

Because these conditions are suitable to actually achieve understanding and advancement of things, be it dialogue agreements, Rambouillet agreements... There are times when the public is notified, but there are times when confidential diplomatic exchanges are not published until compliance is reached. I don't think we should apologize for having confidential or discreet conversations with the government of Kosovo on a very sensitive issue. And at an appropriate time, I am sure that the public will have the opportunity to evaluate the draft statute. That time will be determined in combination with the government and Lajcak", added the ambassador.
