At the constitutive session of the tenth legislature of the Assembly of the Republic of Kosovo, today the mandates of the new deputies were verified and 118 deputies were officially sworn in.
Following the report of the Temporary Committee for the Verification of Quorum and Mandates, the deputies took the solemn oath before the Assembly. After the oath was signed by the deputies, the session continued with the procedure for electing the Speaker of the Assembly.
With 66 votes in favor, 44 against and 8 abstentions, Albulena Haxhiu (from the Vetëvendosje Movement) was elected Speaker of the Assembly of Kosovo for the tenth legislature.
This is the first time she has managed to secure the necessary majority on the first attempt, unlike the ninth legislature where she had failed in several rounds of voting. Haxhiu was the most voted woman in the parliamentary elections of December 28, 2025, receiving over 174 thousand personal votes.
In her first speech as the new Speaker of the Parliament of Kosovo, Albulena Haxhiu, said that she will repay the trust placed in her to take this position with daily work, transparency and full dedication.
"Today I take on this task with full awareness of the constitutional weight it carries. I will honor this trust with daily work, transparency and full dedication. My task will be for the Assembly to function with dignity, transparency and mutual respect, in accordance with the Constitution, laws and parliamentary practices. I will strive for each of you to find your space here with the same dignity and respect, because a functional Assembly is a prerequisite for a strong state and a stable democracy ," she said.
The election of the 5 deputy speakers of the Assembly was then put to the vote. Ardian Gola of the Vetëvendosje Movement, Vlora Çitaku of the Democratic Party of Kosovo, Kujtim Shala of the Democratic League of Kosovo, Emilja Rexhepi of the multiethnic group and Slavko Simić of the Serbian List were elected new deputy speakers of the Assembly of Kosovo.
With the election of the 5 vice presidents, the process of fully constituting the new legislature has been completed.
Who is the new Speaker of the Parliament?
Albulena Haxhiu was born on May 11, 1987 in Prishtina, where she lives with her family. She is married and the mother of three children. She completed her studies at the Faculty of Law of the University of Prishtina and postgraduate studies at the South East European University in the field of criminal law. She began her political career in September 2010 with membership in the Vetëvendosje Movement. She was elected as a member of parliament for the first time in 2013 and was re-elected in subsequent legislatures.
In the fifth and sixth legislatures, she led the Legislation Committee and the Subcommittee on Mandates, Immunities and Rules. After the 2019 elections, she was appointed Minister of Justice in the Kurti I Government, a position she also held in the Kurti II Government after the February 14, 2021 elections, until February 2025 when she returned as an MP and was nominated for Speaker of Parliament.
The constitutive session is expected to continue with the election of the deputy speakers of the Assembly, thus concluding the process of fully constituting the new legislature. This paves the way for further negotiations on the formation of the new Government following the recent parliamentary elections.
