
The President of Kosovo, Vjosa Osmani, has mandated Glauk Konjufca to form the Government. Osmani herself announced the news at a press conference. According to her, his mandate is in accordance with the Constitution.
Osmani stressed that the Constitution of Kosovo obliges the president to appoint a second prime minister in case the first attempt fails.
" The Constitution does not say 'may appoint', but rather 'appoints the next candidate' in case the first one fails. The language used in the Constitution is mandatory, meaning it obliges the country's president to appoint the second candidate ," Osmani said.
She added that her decision is in accordance with three judgments of the Constitutional Court and Article 95.4 of the Constitution.
" The Constitution does not say she can appoint, but she appoints if the first one fails. The Constitution does not leave room for the president to not appoint a second candidate when there is a mandate. The language used in the Constitution is mandatory, so it forces the president to appoint the second candidate ," she said.
Earlier, Albin Kurti announced that he had sent Konjufca's name to the Presidency. He stated that there is no need for 612 signatures, as claimed by the opposition.
" Today we sent to the President the name of Glauk Konjufca, the first vice president of the entity where I am president, so that we can make another attempt to elect a government so that there are not two elections in a few months ," Kurti said.
He added that, because the current Government cannot vote on the budget, the new Government will have the opportunity to vote on the 2026 budget.
" If 61 signatures are needed, the 15-day deadline for electing the Government would not make sense. How many votes there are exactly, can only be agreed upon in the plenary session ," Kurti added.
President Vjosa Osmani appeared at the conference after meetings with the leaders of PDK and LDK, Memli Krasniqi and Lumir Abdixhiku. Meanwhile, PDK, LDK, AAK and NISMA Social Democratic have publicly opposed LVV's proposal for Konjufca as prime minister-designate.
