The EU is trying intensively in recent months to advance the Kosovo-Serbia dialogue. But one step forward is followed by several dangerous steps back. Little hope for relief even after the meeting in Brussels on Thursday.

The conflict continues to simmer, the fronts remain divided, this was seen in the meeting on Thursday (22.0.6) where there was not even a tripartite meeting between the Prime Minister of Kosovo, Albin Kurti, President Vucic and the EU's chief diplomat, Josep Borrell in Brussels . The meetings were held separately on Thursday evening, as there was no agreement on a joint meeting. After the meetings, separately, the head of European diplomacy, Josep Borrell, said that an agreement has been reached on the need to hold new elections in the north of Kosovo. However, according to Josep Borrell, after more than four hours of discussions, both leaders are clear about the seriousness of the situation in the north of Kosovo, but "have different approaches and interpretations".

Together with the EU envoy in the dialogue Miroslav Lajҫak, Borrell presented the parties with the expectations of the European Union to escalate the situation in the north of Kosovo. "For Kosovo to immediately suspend police operations in the municipal buildings in the north and for the four mayors to temporarily perform their duties outside the municipal offices. Serbia to ensure that the protesters leave the municipal buildings simultaneously with the departure of the Kosovo police" , Borrell said, calling for the unconditional participation of Serbs in the elections in the four northern municipalities inhabited by Serb majorities.

"This is the root of the problem and the root of the solution. New elections as soon as possible with full participation," Borrell said.

Kurti accepts the need for early elections

The Prime Minister of Kosovo, Albin Kurti, for his part, said that he has expressed his readiness for Kosovo to announce early local elections in the four northern municipalities, but "in accordance with the legal framework of the country". "We understand that there is a need for elections premature in the four municipalities in the north, with a process which is preceded by the rule of law, by an open and fair campaign and by free and democratic elections. I can't say that the situation is safe because of the bilateral meetings and we have a stable peace, but from the optimism of the mediator I can say that there are signs that the days ahead will be better than the ones we have left behind," said Prime Minister Kurti.

Kurti said that he was ready to meet with the president of Serbia, Aleksandar Vucic, but the latter had refused to meet Kurti. "I came to meet with the Serbian side to discuss the steps forward, but since this is a process involving two sides, this was not possible," said Kurti.

The President of Serbia, Vucic, however, said that he cannot confirm that "there is any guide" for the exit from the crisis in the north of Kosovo. "We will continue to talk on a daily basis, because peace and stability are essential, but I warned that the Serbs are in a very difficult position and that they do not want to endure Kurti's terror in the way that they have been forced to do so. moments," said Vucic. According to him, everything has gone too far and he still does not know how the events will develop on the ground, mentioning that there are still trucks with goods blocked at the Kosovo-Serbia border.

The separate meetings in Brussels of Kurti and Vucic with the European mediators came after the arrest of three members of the Kosovo police by the Serbian forces on June 14 and the new tension of the situation. Kosovo accuses Serbia of "kidnapping policemen" inside its territory, while Belgrade says they were captured inside Serbian territory. Regarding this issue, the head of European diplomacy, Josep Borrell, said that he has asked the Serbian president for the immediate and unconditional release of the three Kosovo policemen. The three Kosovo policemen are still being held under arrest in Kralevo, Serbia. On Monday of next week, Borrell will report to the Foreign Ministers of the EU member states on the situation and the course of the talks./DW
