The Prime Minister of Kosovo, Albin Kurti, has said that the Basic Agreement and the Annex agreed in Ohrid must be fully implemented and without delay.
Kurti, in an interview for "Deutsche Wellen" before the September 14 meeting in Brussels with the President of Serbia, Aleksandar Vucic, said that six months after reaching the agreement in Ohrid, it has not yet been implemented.
He says that he hopes that on September 14 in Brussels there will be a return to the "tracks of the implementation of the Basic Agreement".
"Hopefully, we will get back on track with the implementation of the basic agreement, and this means a sequenced plan for the implementation of the agreement. The first six sentences of the preamble, 11 articles and 12 points of the implementation annex from Brussels and Ohrid should be fully implemented as soon as possible. And every time there is a violation of the agreement, Borrel referred; and Lajçak, they would have to complain about the violation that was committed, and not like on April 24 when Serbia in the Council of Europe voted against Kosovo's membership and although this was a violation of Article 4 of the agreement we made, Brussels did not I didn't hear any voice, not even a whisper, and no more whispers," Kurti said.
Kurti also added that the Basic Agreement agreed in Brussels has "de facto recognition at the center".
"The basic agreement which has the de facto recognition between Kosovo and Serbia at the center is an agreement which must be implemented immediately. so without delay, completely and unconditionally, it is not centered on the Association, it is centered on de facto recognition, that is how it was presented on September 9 of last year in this office of mine and that is how we must implement it. I do not deny that my predecessors made agreements, but those agreements were either not implemented by Belgrade, or did not pass the test of the Constitutional Court. As for the measures taken against Kosovo by the European Union, Kurti said that the dialogue has also been damaged by the measures.
"These are sanctions that are harming us, they are harming us in terms of the Stabilization Association Agreement, they are harming us in terms of loans and grants and they are harming us in terms of high-level meetings. Guess what, my minister Nenad Rashić's meeting in Brussels has been cancelled. He is a Serb from Kosovo, minister in my Government for the field of communities and returns. However, they did not call them sanctions, but they called them measures so that they are not forced to vote for the European Union. If they were put to a vote, I am convinced that the vast majority of states would not be in favor, but they used a method of silent consensus with an email that was sent from Brussels and they put the measures in place for us.
