
The Ministry of Foreign Affairs of Kosovo has confirmed that through official channels they have accepted the request to allow the Patriarch of the Serbian Orthodox Church to visit Kosovo. The MFA told Express that after reviewing the request, they then decided to allow Porfirija to start his visit to Kosovo on January 3.
" The Ministry of Foreign Affairs and Diaspora of the Republic of Kosovo announces that through official channels, it has accepted the request for permission to visit the Patriarch of the Serbian Orthodox Church (SOC), Porfirje in the Republic of Kosovo. After examining the request, the Ministry of Foreign Affairs has approved the visit of Patriarch Porfirije ", the Media Office of the Ministry of Foreign Affairs told Express.
However, the Serbian state did not act in the same way regarding the request of the Minister of Internal Affairs, Xelal Sveçla, for a visit to the Presheva Valley.
The head of the MIA himself announced on Thursday, January 4 that the Serbian authorities have refused his visit. Sveçla has indicated that on the evening of January 3 he was informed by the liaison office of Kosovo in Belgrade that the request for a visit was rejected without any justification.
" On December 29, I received an invitation from Mr. Nevzad Lutfiu, Chairman of the Albanian National Council for a visit to Presheva, Medvegja and Bujanoc. According to the agenda, meetings were planned at the headquarters of the Council in three municipalities, as well as with the only Albanian deputy in the Parliament of Serbia, Shaip Kamberi. I gladly accepted the invitation and started the preparations. In compliance with the Brussels agreement and the practices so far, through the Ministry of Foreign Affairs and Diaspora we forwarded the agenda and the necessary information of the delegation to the liaison office of Serbia for permission to enter Serbia and to carry out the visit. Late last night, I was informed by our liaison officer in Belgrade that our request for today's visit to the Valley was rejected by the Serbian authorities without any explanation ," Svečla wrote.
The Minister of the Interior has said that such a decision shows the destructive approach of Serbia and the continuous oppression of Albanians living in the Valley.
Meanwhile, Sweden has warned that Kosovo will act on the principles of reciprocity in cases where there will be requests for visits by Serbian officials in Kosovo.
"On the issue of visits by state officials, we will act on the principles of reciprocity as a value of equality between our two states", he wrote.
After the cancellation of the visit to Serbia, Sveçla together with the minister Elbert Krasniqi have made a visit to Lake Ujman and nearby areas.
Otherwise, in 2014, Kosovo and Serbia reached an agreement on official visits.
Arrangements for official visits
The respective parties shall notify the other party of the visits of their officials. Notifications will be made as follows:
– The requesting institution will send the notice directly to the ZN of the party where the visit will take place, sending a copy (cc) to the ZN [Liaison Office] of the requesting party for the visit. The ZN which has received the notification will immediately confirm the acceptance.
- If there is no response within the specified period (depending on the category, as below), then the visit is considered approved.
– If objections are raised regarding the given deadline, they must be communicated directly to the ZN of the party that sent the notification. of the EU (the EU Delegation in Belgrade as well as the PSEU office in Pristina) will be involved (cc) in communication and facilities will be created if needed.
Notification is required for the following categories of officials:
a.) The first group consists of the president, the prime minister, the deputy prime ministers, the president of the assembly and the ministers of internal affairs, foreign affairs and defense. For this category, notice must be given at least 72 hours in advance and any objection must be raised within the first 48 hours.
b.) The second group consists of all other ministers, deputy speakers of the assembly, directors of government offices and security-related agencies, presidents of the constitutional and supreme courts, the state prosecutor and all other persons, such as religious leaders which are under the close defense regime. For this category, notification must be made at least 48 hours in advance and any objection must be raised within the first 24 hours.
An official will be appointed by each party who will have regular and simplified access to the other party and to whom the parties will only provide logistical information, in order to facilitate the preparation of the visits. The visits of these officials will take place in a way that promotes the process of normalization of relations or contributes to the general work in the context of the EU Facilitated Dialogue.
Deadlines apply regardless of business days and non-business days, but notices must be sent during business hours (Monday-Friday by 5pm).
In the event of an emergency requiring immediate travel, both ZNs may agree on an ad hoc basis
All possible changes in visit programs must be made at least 24 hours before the visit. In case of minor delays during the visit, flexibility will be shown by the host.
The implementation of the above-mentioned points will be evaluated and, if necessary, revised after 3 months at the request of one or two parties.
These agreements will be implemented from December 1, 2014.
