The 44th plenary session for the constitution of the Assembly of Kosovo has also failed.
Deputies gathered again today, July 9, in an attempt to constitute the ninth legislature, resulting from the February elections.
Kosovo held parliamentary elections on February 9, but the Assembly has not yet been constituted and 43 unsuccessful attempts have been made so far.
The process has stalled in the election of the Speaker of the Parliament, where the Vetëvendosje Movement, in coalition with "Guxo" and "Alternativa", is failing to secure the 61 votes needed to elect Albulena Haxhiu.
They are demanding a secret ballot, but this, and Haxhiu's candidacy, are being opposed by other parliamentary parties.
So far, President Vjosa Osmani has held joint and separate meetings with representatives of political parties in an attempt to resolve the crisis. However, there has been no change.
The constitution of the Assembly is failing even after the Constitutional Court's ruling, which required MPs to form the Assembly by July 26.
