
The High Representative of the European Union, Josep Borrell, spoke after the meeting held today in Brussels between the Prime Minister of Kosovo, Albin Kurti and the President of Serbia, Aleksandër Vucic.
Borell stated that the parties have set preconditions for each other and that they did not express readiness for reconciliation.
" We are very concerned with the stalemate in the process of normalizing relations between Kosovo and Serbia", he said while adding that it has become clear to the parties that the only way forward is normalization through dialogue.
"A big obstacle is the establishment of the Association of municipalities with a Serbian majority in the north of Kosovo. In order to help the parties to reach an agreement, together we have presented a serious European and balanced proposal to establish this association and we have insisted that the parties use this opportunity that would be a big step forward towards the normalization process and avoid new outbreaks of violence. The parties were unwilling to agree to this without preconditions that were unacceptable to the other party. In the end, we asked the parties to engage sincerely in the normalization process, which can only be done within the framework of the dialogue, because it is the only way for them to advance on the European path. After several hours of separate talks with the leaders of the main western countries, Prime Minister Kurti is quoted as saying that Kosovo has accepted the Brussels Basic Agreement reached on February 27 and the document for its implementation that was reached in Ohrid on March 18 and that the agreement it must be implemented in its entirety, without conditions, without delays ," said Borrell.
