
The suspects in the murder of three people in Gjilan, Mefail Shkodra and his sons, have not yet been arrested by the Kosovo Police.
As the investigation enters its second week, experts say that Shkodra is a prepared person and may have found shelter in Serbia. They urge Kosovo Police to cooperate with EULEX.
A week ago, a triple murder occurred in Gjilan after gunfire allegedly caused by a loan shark.
The main suspects in this case, Mefail Shkodra and his sons, Engjulli and Edonisi, have not yet been located by the Kosovo Police, even though they have been searching for 7 days.
On Sunday, the Gjilan Police Directorate declared that intensive work is being done to capture them.
But, for those familiar with issues involving people of this nature, locating them is not easy.
"It is not easy to find such people because after committing the act, they prepare the terrain and avoid communication, they live in extremely secret situations and for this reason it presents difficulties even for the law enforcement agencies. With operational work, with certain official persons who are not in uniform, they work in the field, they communicate to come to the possibility of finding them if they are within the territory", Emrush Kastrati, a former judge, told TV Dukagjinin.
With the investigations entering their second week, Kastrati says that the possibility that they may have crossed into Serbia should not be ruled out, which is why the Kosovo Police, according to him, must take additional action.
"Realistically and potentially, there is a possibility that due to the geographical position of Gjilan and the part of Serbia where the Albanian community lives, the same people have passed there, but if they are there, the possibilities of cooperation with Serbia are impossible because Serbia does not cooperate legally with the Kosovo authorities, but it can be done through EULEX as long as Serbia is willing ," said Emrush Kastrati, a former judge.
For former police investigators, seeking assistance from EULEX remains the only option.
"Since the Kosovo and Serbian Police do not have direct cooperation and this cooperation is done through some structures of the UMNIKU Police or even the EULEX Police, pressure should be exerted through EULEX or the EU on Serbia to arrest them and extradite them to Kosovo. Otherwise, the possibilities are limited," said Hilmi Canolli, a former investigator in the Kosovo Police.
Mefail Shkodra was convicted by the Gjilan Court for illegal possession of weapons, theft of municipal services and causing general danger.
Together with his son, also wanted, they were arrested and then released last year for the criminal offense of usury and extortion, because they had paid bail.
