
FIFA is preparing to implement some important changes to football rules, which are expected to be applied in the 2026 World Cup to be held in the United States, Canada and Mexico.
The changes are primarily intended to speed up the pace of the game and limit delay tactics during matches.
New rules for substitutions
According to the proposed guidelines, the player being substituted must leave the field within 10 seconds of the referee giving the signal for the substitution.
If the player does not respect this deadline, the substitute will not be allowed to enter the field immediately. He will have to wait at least one minute and until the next interruption of play.
During this period, the team will continue the match with only ten players on the field. This rule is intended to avoid intentional delays during substitutions and to speed up their process.
Measures against delays in the resumption of play
The proposed changes also address delays during throw-ins. If a team deliberately delays the restart of play, the referee can award the ball to the opposing team.
According to FIFA, this measure aims to encourage a faster pace of play and reduce unnecessary interruptions during matches.
Penalties for goalkeepers
Another new rule concerns goalkeepers holding the ball for too long. In such cases, the opposing team can be awarded a direct corner kick.
This measure aims to prevent delaying tactics and maintain the continuity of the game.
Expansion of VAR powers
Changes are also planned for the VAR system. The technology will have broader powers to intervene to correct clear referee errors.
Cases that can be reviewed include decisions such as a corner kick being awarded incorrectly or disciplinary measures being taken incorrectly.
