SPAK has started investigations for January 21, where the role of former Prime Minister Sali Berisha and former Minister of the Interior Lulzim Basha will be clarified.
Invited to a show, analyst Arben Meçe says that the murders of January 21 were premeditated and selective.
Meçe underlined that the case became even more criminal due to the fact that Berisha tried to destroy the evidence and cover up the event with a scheme that was even more macabre than the murder.
" The registration of the criminal case is not delayed as it comes after the decision of the Supreme Court. This case has passed several times to SPAK and there have been actions of the SP to reopen the case in SPAK. In all cases SPAK has declared incompetence. We have the obligation to implement the Strasbourg decision.
Now the matter is serious, because the first is murder with intent. SPAK refers to three criminal offences. If you look at SPAK's decision-making, they are in cooperation. The issue is not only with the order giver, but also with the script to hide the evidence. They had a script to destroy the evidence and cover up the event. It was an attempt at a scheme more macabre than murder. This scheme was interrupted in the middle and the murder remained. The disappearance of the server, preventing the police from escorting the guards, many other acts that complete the scheme is a deliberate decision. Strasbourg relied on evidence and facts. As long as it came to this decision-making, there was evidence that it came to this decision-making. Of course, maybe they are not complete, but a decision was made on them... They are premeditated murders, they are selective murders. The murders were committed in the first generation, it is direct murder. They weren't active, they weren't aggressive, they don't meet any conditions to shoot, they have their hands in their pockets. They built the scheme as if the murder was not done by the state. But thanks to that filming, it was revealed that the murder was committed by the state ", said Meçe for "Report TV".
As for the role of Lulzim Basha, Arben Meçe said that he was an accomplice and that in his judgment he knows who gave the order to shoot. According to Meçe, Basha must unravel the scheme and is even the main witness. Meçe further said that Basha should be taken under protection by the state as his life is in danger.
" Basha is in the scope of the collaborator. At the same time, Basha is one of the collaborators in hiding the evidence. Basha, in my judgment, is not the order giver, but I know who the order giver is. Basha must break down as if he regrets broadcasting the whole scene which he knows quite well. I know who is the person who hit the two victims who are on the other side of the boulevard. It is part of the faithful to carry out the second scheme, that of hiding the evidence. He is obliged to speak, he is the main witness and must be protected by the state. There are people whose lives are in danger. If there is a person whose life is in danger, it is Lulzim Basha, he is a registered participant in that environment. He politically oriented the troupe. Political decision-making is shooting at the crowd," said Meçe.
