The head of SPAK Altin Dumani reported to the Law Commission on the work of the Special Structure. Dumani was asked in the Laws Committee about the criminal amnesty, where even those convicted by the Criminal Justice and Criminal Justice Committee were pardoned.
He said that the opinion of the institution was taken in the first phase, but not for the way it was approved.
"Granting amnesty is the competence of the Assembly and we cannot interfere. The opinion was taken by the institution in the first phase and not in the way it was approved. The Assembly knows itself how to exercise this legal change", said Dumani.
Among others, Dumani said that SPAK is a political product, but the activity is apolitical.
Alibeaj: There is a finding that is related to the reform in justice and mainly SPAK is a political product. We can take legal initiatives to return the situation to the stage where impunity reigned. Politically, recently, a kind of political will to intervene in the justice system, even that of SPAK, has been mentioned. You said that there is no need for legal intervention in the case of SPAK?
Dumani: It is known that the justice reform is a political product. SPAK is a product of political will manifested through constitutional and legal changes. If there was no political will, it could not be done. It is a political product, but the activity is political.
