The Supreme State Audit Office has received strong support from the Netherlands.
The Chairman of the Supreme Audit Office, Arben Shehu, held an official meeting today with the Ambassador of the Kingdom of the Netherlands to Albania, Reinout Vos, where they discussed the initiation of inter-institutional cooperation between the Supreme State Audit Office and the Dutch counterpart institution, the Algemene Rekenkamer (Court of Accounts of the Netherlands).
This cooperation, made possible with the support of the Embassy of the Kingdom of the Netherlands in Tirana, aims to strengthen the exchange of experiences, best auditing practices and the development of professional capacities.
Ambassador Vos expressed his appreciation for the work and contribution of the SAI to date, especially in strengthening the role of the institution at the international level through collaborations with counterpart institutions and international audit organizations.
The Ambassador also praised the existing collaborations of the SAI with the Institute for Democracy and Mediation (IDM) and Faktoje.al, within the framework of joint projects being developed with the support of the Embassy of the Netherlands, with the aim of increasing transparency, public accountability and strengthening the role of civil society and the media in overseeing the use of public funds.
The conversation between President Shehu and Ambassador Vos also focused on further expanding cooperation in areas of common institutional interest, with the aim of increasing the impact of external public audit in improving governance and strengthening the rule of law.
The head of the SAI expressed at the meeting that the institution he leads remains committed to deepening international partnerships and advancing public audit standards, in the service of transparency, accountability and public interest.

Holanda përfaqëson një nga modelet më të konsoliduara të auditimit publik në Evropë, ku llogaridhënia nuk është slogan, por mekanizëm real kontrolli. Por pyetja thelbësore është kjo: A po transferojmë model apo vetëm po bëjmë fotografi institucionale? Në Shqipëri, auditimi shpesh ka mbetur në nivel procedural. Raportet evidentojnë shkelje me vlerë qindra milionë euro, por cikli i llogaridhënies nuk mbyllet. Kallëzimet penale zvarriten. Përgjegjësia politike mungon. Ndryshimi strukturor nuk ndodh. Në modelin holandez: Auditimi i performancës mat efektivitetin e politikave. Parlamenti reagon mbi gjetjet. Ministrat mbajnë përgjegjësi reale. Në Shqipëri: Auditimi shpesh mbetet teknik. Parlamenti rrallë e përdor si instrument kontrolli. Politika nuk ndëshkohet për dështim financiar. Problemi nuk është mungesa e bashkëpunimit ndërkombëtar. Problemi është mungesa e vullnetit të brendshëm për depolitizim dhe për forcimin real të pavarësisë. Nëse korrupsioni është strukturor, auditimi duhet të jetë po aq strukturor. Nëse kapja e shtetit është horizontale, kontrolli duhet të jetë transversal dhe i pakompromis. Reforma e vërtetë kërkon: Depolitizim real të drejtimit të auditimit. Mekanizëm detyrues për zbatimin e rekomandimeve. Audit performance mbi PPP-të, bordet dhe politikat buxhetore. Transparencë publike të kuptueshme për qytetarët. Pa këto, çdo bashkëpunim mbetet ceremonial. Shqipëria nuk ka nevojë për auditim dekorativ. Ka nevojë për auditim që prodhon
