The former director of the ammunition dismantling factory in Gërdec, Dritan Minxolli, refused to testify in the process against the former Minister of Defense, Fatmir Mediu. Minxolli used the right not to testify, as did the other two witnesses, former defendants in the "Gërdeci" file, Sokol Ngjeçi and Besnik Dauti.
The only one who agreed to testify was Rezart Tërshana, former head of the department in the Legal Directorate at the Ministry of Defense. Tërshana said that he had been a member of the price commission for dismantling ammunition.
"In determining the price for dismantling, the cost elements were on one side, the residual value, the products obtained on the other side. The difference was the price. We did not calculate the transportation costs. The price commission set the price in the warehouse. We did not we knew where they would go. We didn't even know where the depots would be taken from. The military structures were taken with them," said the witness.
In response to the lawyers, Tërshana said that the dismantling process has never been profitable.
"Over the years, 30-35 million euros have been spent from the state budget for dismantling. It has always been spent. Therefore, every price that came from licensed private companies was favorable for us. We were free in making decisions. Never before -Minister Mediu has not given orientations or influence", continued Tërshana.
Asked by the defendant himself about the relationship between them, the witness said that they only had a professional relationship due to work, not friendship.
"You have never guided or influenced me. Dismantling was a legal requirement. Dismantling was a matter of safety, not a matter of profit. I have never met Mihal Delihorgji. I did not even know his relationship with Sac Albademil," he said.
