
Stefano Anastasìa and Valentina Calderone, respectively prison lawyers of Lazio and Rome, visited the migrant camp in Gjadra, which serves as a detention center for repatriations.
Their report reveals that there are 27 migrants in the camp awaiting repatriation, while the camp staff is 113. According to Italian media, 27 people are being held in the repatriation detention center and Gjadri prison in Albania, while the section of the facility designated for newly disembarked asylum seekers, which can accommodate up to 880 people, is unused, pending the European Court of Justice's ruling on safe places, which is expected to be issued on Friday, August 1.
According to data published by lawyers, who visited the center, which is under the responsibility of the Prefecture of Rome, to assess flows, spaces, services and procedures, the people sheltered in the camp are mainly from Algeria, Senegal, Pakistan, India and Ghana.
Since the Gjader center began operating as a CPR in April of this year, 140 people have passed through and 113 have been removed: 40 due to non-extension of their detention, 37 due to repatriation, 15 due to medical unsuitability for detention, seven due to recognition of international protection, and others for various reasons, such as transfer to other centers or suspension of deportation orders.

"Within the perimeter of the center, there are personnel from the State Police, the Carabinieri and the Guardia di Finanza, as well as an immigration office, which reports to the Rome Police Headquarters. The CPR's management agency, Medihospes, employs 113 people, including healthcare workers, legal professionals and cultural mediators," the lawyers' report further states.
According to them, the extremely limited number of people currently in the Data Reception Center (CPR), only 27, combined with the availability of places in centers located throughout Italy makes the transfer of these people to Albania unjustified.

"Although we have been able to verify that the human, professional and financial resources available to the management body currently allow for adequate treatment of detainees, there are of course difficulties in relations with family members and lawyers due to the location of the Center on Albanian territory, and potential risks to health care if that provided within the Center is insufficient. Furthermore, there is a lack of opportunities for activities during long days within the CPR," they continue.
The guarantors also met with the director of the prison's internal section and visited the currently unused facility, which can hold up to 24 prisoners and is intended for those arrested for crimes committed within the center.
