Judges and prosecutors are not very willing to apply night imprisonment to those who commit minor crimes.
Through this letter, the General Directorate of Prisons has notified all the courts in the country, the general prosecutor and the chief prosecutor of SPAK, that the open prison in Tirana has become functional.
The letter is dated August 30 and has been distributed to 23 justice institutions, including all courts of both levels, KLGJ and KLP as well as the head of the execution of criminal decisions to show them the address of the open prison.
The open prison is located in the former women's prison and is currently empty. The category of prisoners who can earn imprisonment at night and be free during the day are citizens who have less than 6 months of their sentence left for minor crimes and on the condition that the penitentiary commission assesses them as harmless, as well as anyone who during the trial was sentenced to half-life.
This does not mean that the prison has no guards. Instead, prison guards stay on duty in shifts like their colleagues in any prison. The convict enters at 5 p.m., stays overnight and leaves early in the morning
In five years, in the entire country, half freedom has been applied to only 97 people, a figure that is argued to be negligible due to the lack of an open prison.
