The saga of testimonies about the tragedy of Gërdec has continued even today. After many sessions, Fatmir Mediu himself was present today, as several of his former subordinates have testified.

One of the names who testified was the former Secretary General of the Ministry of Defense, Ardian Mullai. He showed the procedures he followed for dismantling the cartridges.

" I followed the implementation of the tasks, I did not do any procedure for Gërdec, the dismantling company brought us the offer for the process, against the payment. The headquarters required licensing for this procedure, made a memo about it, then I held a meeting with the methodology and procedures company, from the MoD and the headquarters. It was an informative, non-conclusive meeting, I was asked to address the military enterprises, in a short time the answer came, the working group was set up for the analysis of the situation, then the minister's order for the working group came out.

I was told by the relevant directorate that there was no legal basis and a VKM was required, Mejko brought a memo, where it was said that the ammunition of the 50s, which were not sold due to the old year of production, had to be dismantled. After the conclusion of the working group, the prices for sale and dismantling came out. Drafting of a VKM started. I have sent a letter to the relevant directorates for the offers of military enterprises, such as the foreign enterprise SAC. There were several incoming faxes in numbers that I passed on to the relevant commissions ," said the former General Secretary.

To the Prosecutor's question 'if there was a SAC license', the witness answered: "There were 4 licenses presented, as far as I remember. MEICO was the company that maintained contacts with the SAC company, including for licensing."

'How was Gërdeci selected?', was the prosecutor's next question.

"In the discussions with MEICO, it seems to me that there was a bilateral agreement with SAC, where, among other things, Gërdeci was defined as the location", he said.

Whether the department of Gërdec had a license or not, the witness answers: "The practice of licensing does not depend on the secretary. In every practice that I have gone through in the past, it was not the responsibility of the secretary or the minister to determine whether the license of a department was appropriate or not. It was MEICO that defined it.”

Regarding the company AlbaDemil, a branch of SAC, whether it had the right documentation or not, the former general secretary of the Ministry of Defense answers:

"The agreement mentioned only SAC, AlbaDemil was not mentioned, I have no idea, because AlbaDemil did not appear in any document. No verification was done because it did not appear. I don't even know Mihal Deliorgji (head of the AlbaDemil company)."

While the defendant Fatmir Mediu asked his former subordinate who determined the budget, the minister or the headquarters?

"The Ministry of Defense had a feature in contrast to other ministries, whose budget was determined by the Council of Ministers. While in the Ministry of Defense, the budget was determined by the General Staff of the Armed Forces", he answered.

The former minister asked the witness, 'if he himself was present at the meeting with the head of SAC Patric Henry or not.'

The witness answered "no".

When asked if the ammunition was ever sold by auction, he answered in the negative.

In the end, the former minister asks him: 'You were accused of abuse of office in cooperation with the former minister of defense, how did the three levels of the judiciary find you?'

"Innocent", said the witness.
