The statement by Chief Prosecutor Olsian Çela that the institution he heads was not part of the discussions on the drafting of the new Criminal Code caused a lot of debate. Çela was even very critical of the document.

But a document issued by the government has been released in the media, which purports to refute his arguments.

A letter dated February 2, 2023, signed by the Director of Institutional Coordination at the General Prosecutor's Office, Kostaq Beluri, indicates that the Prosecutor's Office had sent a representative to the working group for drafting the Criminal Code.

In this response to the Ministry of Justice, with protocol number 635, dated January 30, 2023, the Prosecution confirms the appointment of Kujtim Luli, Head of the Coordination, Studies and Integration Sector, as a representative in the working group for the preparation of the new Criminal Code.

But since the letter is from two years ago, it is viewed with reservations as we do not know what happened in the years that followed.
