Digital evidence seems to be the strongest element of the Special Prosecution Office. Wiretaps are the main element, as nearly 3 thousand mobile phones were tapped last year. Meanwhile, a strategy widely used by SPAK is the seizure of mobile phones. However, these are not the only methods of collecting evidence.
According to the SPAK report for 2025, in addition to mobile phones, National Bureau of Investigation investigators are increasingly focusing on computers, video recording systems, and data storage devices, where financial documents, electronic communications, and other materials valuable to investigations are often found.
During 2025 alone, the Forensic Sector received 372 expert opinions for 615 pieces of digital evidence for analysis. Of these, in addition to mobile phones, the following were also part of the investigations:
-98 computers
-14 DVRs (video recording systems)
-153 other digital devices, such as hard drives, USBs, memory cards and CD/DVDs.
Data shows that the use of electronic devices in investigations has become one of SPAK's main weapons to uncover corruption schemes and criminal activity.
" During the period 2022-2025, the Expertise Sector at SPAK has recorded a steady increase of around 31% in expert acts, reflecting the expansion of the technical capacities of the BKH laboratories, as well as the increase in demands for in-depth digital analysis. Mobile phones consistently account for around 70-75% of total evidence, highlighting the importance of analyzing metadata, online communications and encrypted applications, while analyses on computer devices have increased by 62%, reflecting the addition of financial and electronic documents to investigations ," SPAK states.
Previous years also show the same trend. In 2024, SPAK analyzed 110 computers, 16 DVRs and 162 other digital devices, while in 2023, 76 computers, 19 DVRs and 121 other electronic devices were sent for expertise.
Meanwhile in 2022, the investigations included 59 computers, 11 DVRs and 102 other data storage devices.
According to the report, the increase in these analyses is related to the fact that a large part of the evidence for corruption and financial abuse is stored in digital form, including contracts, financial documents, electronic communications and data archives.
For this reason, BKH laboratories are increasingly using digital forensics to analyze computers, servers, and other electronic devices, which can reveal key evidence for ongoing investigations.
In practice, this means that any computer, USB or data storage device can become an important source of evidence for investigators, making SPAK increasingly a "nightmare" for officials and administration suspected of corruption. / Pamphlet
