For the Tirana Incinerator affair, a number of senior officials have gone behind bars by decision of the Special Court.
Invited to Opinion, journalist Klodiana Lala talks in detail about SPAK's claims regarding this affair. She says that two names are the "novelty" of those involved and adds that it is strange why the Special Prosecutor's Office has not carried out any investigative action since 2021.
"Those who are new as involved in the Tirana incinerator, Commission member Taulant Tushe and Namik Samixhiu as well as two employees of the National Business Center. What is surprising is that for almost two years, the Special Prosecutor's Office has not carried out any investigative action. If you look at the file with the chronology, no explanation is given as to why this file was not opened. Then the court begins the story by saying that the person who initiated the public-private partnership procedure is the mayor of Tirana who addressed the Ministry of Justice at that time with a letter saying that a study was done by the IFC for waste treatment in Tirana. The Ministry of Environment responds and the two institutions set up a working group for this story, which is then an incinerator. This is the first question mark because his role has not been clarified," she said.
Also, Lala emphasizes that from the data after the examination of Klodian Zoto's computer, the person who transferred the information from the Ministry of Environment to his company was discovered. According to the journalist, Zoto had all the institutions at his disposal.
"All state institutions have been at the service of Klodian Zoto. First, Alqi Blako hired Vladimir Bezhanin, who was an external adviser to the Minister of Environment, at Zoto's company. Who received a payment of 800 thousand old leks and all the information or data that he provided in his work as an external consultant was passed on and supplied to Klodian Zotos, who with his employees processed them into feasibility studies and then passed to the employees of the ministry. The latter in most cases have worked with private e-mails. When Zoto had something wrong, they told him to be careful here, we provide legal advice. Klodian Zoto knew everything.
