Endri Shabani, head of Nisma, and Adriatik Lapaj, head of Shqipëria Bëhet, entered the May 11 elections together.
The dispute over who should receive a mandate as an MP led to the collapse of this alliance. Today, Endri Shabani is the People's Advocate with the opposition's signatures and the majority's votes, while Lapaj continues a weeks-long protest outside the Prime Minister's office.
But upon assuming his new position, it seems that Endri Shabani has put his clash with Adriatik Lapaj behind him and is standing by his side, even though the latter said yesterday that he does not recognize him as the People's Advocate.
One of the first orders signed as Ombudsman was related to investigating what happened at the last Lapaj protest when the police intervened and removed the tent.
Top Channel learned that the Ombudsman has launched an investigation into this incident, from which Adriatik Lapaj was injured and taken to the hospital.
Besnik Deda, one of the Ombudsman's commissioners, was asked by Top Channel journalist Muhamed Veliu about this investigation, and sent this response via email: " In fulfillment of the message left by the Ombudsman, a group of experts from the institution has immediately launched an investigation mainly into the behavior of the police, following the protest held on January 4, 2025 by the "Albania Becomes" Party in front of the Prime Minister's Office, inspecting the detention facilities at Police Station No. 1 and the Security Block, as well as verifying the health condition of the protesters who were hospitalized at the University Trauma Hospital, Tirana ."
Besnik Deda, Commissioner of the People's Advocate, says that the investigation so far has included interviewing those detained by the police at Police Station No. 1 in Tirana and at the hospital.
" From the statements of both parties, the protesters and the police officer, it was found that the state police had not taken measures to deploy ambulances to the scene. The ambulances arrived with a significant delay and after being notified by the police, further worsening the health condition of the injured. The police officer stressed that he had broken his ankle in two places during the fall in the middle of the crowd, as a result of the chaos created at the scene. In the meantime, he would undergo surgery as a result of the injury suffered. Even from the police officer's side, it was evidenced that the ambulance had arrived about 40 minutes or more late. This long wait had caused him to lose consciousness ," he said.
From the preliminary conclusions, Commissioner Besnik Deda says that the State Police did not take measures to deploy ambulances to the scene.
There was no overcrowding in the gathering areas. It is established that there was a violation of the procedure of national and international rules regarding the progress and security of the protest by the State Police, since they did not have mass communication means (megaphone) with the protesters for self-restraint or for their dispersal, but the police intervened immediately. /TCH
