The normative act that limits the employment of two doctors at the same time in public and non-public hospitals has already passed the discussion in the Health Commission and is expected to receive approval in the Parliament tomorrow's session.

But unlike what was presented in the report, that doctors who have management positions in public hospitals or in the departments of the University of Medicine would not work in private hospitals, thus depriving all the chiefs of services in QSUT, who practically all are employed in non-public hospitals, with the approved normative act this has changed.

Heads of Services can work in non-public hospitals, but cannot have management functions in those hospitals or have their own clinics. This point has been negotiated after a strong reaction of service chiefs.

But in the meantime, other doctors can work in private clinics or hospitals without violating the 8 working hours in the public hospital, but not more than 30% of the working hours they do in the state.

While those doctors who work in a public hospital that has obtained the card of financial autonomy will not be allowed to work in private, as they will be allowed to apply double practice, which means that after working hours they can make visits with patients against payment in the public hospital, where part of this payment goes to the hospital and the rest to the doctor's pocket. But currently no hospital in our country has been provided with the financial autonomy card.

The device with the financial autonomy card does not seem close. It is thought that the memorial hospital of Fier will receive it in January, while other public hospitals have applied or are in the process for the managerial autonomy card, which does not prevent doctors from working in the private sector. But in the meantime, to continue working in non-public hospitals, doctors must apply to the directorate of the public hospital, and this official approves or not.

Meanwhile, the Ministry of Health will create an electronic register with the names of all doctors who are employed both in the public and private sectors. It remains to be seen whether the amended law on the Doctor's order will be approved in parliament on Thursday.
