Tens of thousands of migrants reach Italy via the Mediterranean every year. To make the asylum process easier, Italy is entering into a migration partnership with Albania. Two reception camps will be built in Albania - this has been agreed upon by the head of the Italian government, Georgia Meloni, and her Albanian counterpart, Edi Rama. The reception camps will be paid for by Italy. They should probably provide space for 3,000 people by spring. Migrants must be housed there until their asylum application is processed in Italy. If the Italian government rejects a request, Albania will take care of deporting the people.
This is also the reason why many people are surprised: Prime Minister Rama rejected the plans for such centers a few years ago, says Franziska Tschinderle.
The correspondent with a focus on Southeast Europe lives in the Albanian capital, Tirana. According to him, Prime Minister Rama said at that time: Desperate people should not be "thrown away like toxic waste". The announcement of the plan at the press conference comes as a surprise even for the Albanian public.
Difficulties: Albania is in the Council of Europe and is a safe country - and in principle it is not something new. The transfer of asylum procedures to third countries is also being discussed in other countries. Given that it is estimated that up to 80 percent of people who come to Italy do not have the right to stay, the question arises as to how reasonable this is. "What should happen to these people who do not receive asylum? Will these camps in Albania be filled soon? Will these people move further north via the Balkan route? Albania, like other EU member countries, will almost certainly fail to repatriate such people", said Tschinderle.
Albania's excuses: It is not the first time that Albania enters into such an agreement. According to Tschinderle, Prime Minister Rama generally legitimizes such agreements by saying that they themselves fled the country in the 1990s and want to return the debt. This is what happened in the summer of 2021 after the Taliban came to power in Afghanistan. At the request of the USA, Albania accepted thousands of evacuees from Afghanistan.
Experts suspect: Journalist Tschinderle suspects other motives. "Albania will definitely be able to pay for the admission of people." It remains to be seen how. Economic agreements can play a background role, but also political support in the EU accession process. After all, Albania can also benefit geopolitically.
Here are the expected reactions: No resistance is expected from the fragmented Albanian opposition. Rama's Socialist Party has an absolute majority and can probably pass the agreement itself. Tschinderle also does not expect any resentment in society towards immigrants. This hardly existed against the evacuees from Afghanistan and other exile groups who found protection in Albania.
