SPAK: Investigations into the affairs with IPARD funds, only in the preliminary phase!
The Special Prosecution Office continues to keep the abusive file with IPARD funds locked in a drawer. Even though OLAF itself has submitted a voluminous file to SPAK and the documents with the facts are there, SPAK seems to have taken this job calmly, while Ilir Beqaj was put in handcuffs within a few weeks when they discovered that he was paying for lunch and dinner with Brussels funds.
Just as "Pamphlet" has denounced several times that Rama and SPAK have "amnestied" Frida Krifca, it seems that this is being officially confirmed by the prosecution.
SPAK has published in the transparency register the questions it received during November and some of them were: " Given that SPAK has confirmed the existence of criminal proceedings related to the IPARD II program and cooperation with the European Anti-Fraud Office (OLAF), can you clarify whether any joint meetings or investigative missions have been held between SPAK and OLAF so far? Has SPAK used technical assistance or financial expertise from EU structures (OLAF, EPPO, DG AGRI) in the framework of the IPARD II investigation? Has SPAK made an official announcement on the freezing or seizure of assets related to suspected benefits from IPARD II funds? ".
But even though this question says it all, SPAK's answer was short, dry, and confirms that Frida Krifca will continue to 'eat strawberries' peacefully.
" Based on Articles 103 and 279 of the Criminal Procedure Code, investigative actions carried out in the preliminary investigation phase constitute an investigative secret. Referring to these articles, we cannot disclose investigative actions or their results ," SPAK states.
So, the prosecution declares that it is in the preliminary verification phase, while there have been reports for two years and Albania is without funds. Commissioner Marta Kos also spoke about this situation a few days ago, sending a message to the government to be careful.
Also, the head of OLAF herself recently met with the former head of SPAK, Altin Dumani. A monitoring mission regarding EU funds also came to Tirana and yesterday there was a visit to SPAK. But so far there has been no movement from the prosecution, even though the file is ready. OLAF has sent a lot of evidence showing how millions of euros were stolen. /Pamphlet
